The overall objective of the project of which this contract will be a part is to contribute to a balanced socioeconomic development throughout Georgia.

Thepurposes of this contract are as follows:

—increased capacity at national, regional and local level to plan and implement integrated regionaldevelopmentpolicy,
—more effectiveand transparent planning and spending of Georgian funds for development.The main expected results are as follows:
—improved capacity of central and local authorities to elaborate, implement and evaluate economic development initiatives,
—streamlining of institutional, legislative and territorial arrangements of a regional development policy in Georgia,
—support to implementation of development strategies in Georgian regions,
—improvement of operational coordination on regional development issues between stakeholders,

— creation of the basis for a more sustainable human resource management and development of a training/retraining mechanism for local/regional civil servants,
— improvement of relevant statistical instruments and data collection mechanisms,
— improving dialogue between local authorities and civil society at local level, and their participation in local development projects.
