The study aims at enabling the Ministry of Scientific Research and Technology in Egypt to take short-term and long-term measures to restructure the science and technology landscape and devise innovation strategy and policies.
The study should provide guidelines and recommendations on the following: relevant framework conditions of STI in Egypt, design principles for institution building, design principles for the incentive structure of industrial R & D, design principles for technology transfer and strengthening SMEs, design principles for strengthening international cooperation in R & D and proposals for activities accompanying the implementation of an STI
