Support and reinforce the capacities of the Serbian administration in the planning, programming and implementation of the Instrument for Pre-Accession Assistance (IPA), in the preparation of investment projects and improvement of the mechanisms for an integrated EU accession process.
Results to be achieved:
1) Fully drafted programming documents for IPA I, II and IV or sucessor schemes for the period after 2013. Indicator: new Strategic framework and Operational documents for its implementation prepared by the end of the project.
2) Government administration dealing with IPA properly trained and aware of possible evolution and changes in the pre-accession instrument. Indicator 1: Prepared Training Needs Analysis and Training Plan. Indicator 2: Trainings from the Training Plan provided and civil servants from the existing IPA and DIS units trained.
3) Financially viable projects for financing by EU pre-accession / accession assistance (and possibly by IFIs and/or other donors) developed and ready for implementation (e.g. feasibility studies, cost-benefit analyses, environmental impact assessments, application forms for major projects, etc). Indicator: Complete project documentation for up to four major investment projects prepared and approved by the Serbian authorities and the EU Delegation/DG REGIO.

Key Expert 1: Team Leader (minimum 440 working days)
Qualifications and skills:-University degree with minimum four years of studies, preferably in economics, social science or engineering.
-Excellent command of English, both spoken and written
-Computer literacy (MS Office applications)
General professional experience:
- Minimum 10 years, preferably 15 years, of professional experience in relation to Pre accession/structural funds and socio-economic development with strategic planning in EU ES or a current candidate or potential candidate country for EU membership.
Specific professional experience:
- Experience in leading teams in the public or private sector and/or in donor funded projects in at least one, preferably 3 projects, related to planning and programming of EU funding actions at national level in former or current candidate and potential candidate countries.
- Experience in designing and developing EU pre-accession instruments, programmes and projects gained in at least two projects, preferably 3 projects, of similar description.
-Experience in analysing sectoral policies and strategies and institutional frameworks gained in at least on project, preferably 3 projects, of similar description.
Key expert 2: Programming/Project Preparation Expert (Minimum 440 working days)
Qualifications and skills:
- University degree with minimum four years of studies, preferably in economics, social science or engineering.
-Excellent command of English, both spoken and written.
-Computer literacy (MS Office applications)
General professional experience:
-Minimum 10 years, preferably 15, of working experience in EU, national, bilateral and/or IFI funding of projects in EU MS or a current or former potential or candidate country for EU membership.
-Experience in planning, designing and implementing socio-economic or regional development policies gained in at least 2 projects, preferably 3 projects, of similar description.
Specific professional experience:
-Experience in programming of EU funded programmes gained in at least 2 projects, preferably 3 projects, of similar description.
-Experience in preparing large-scale multi sectoral national programmes gained in 1, but preferably 3 projects of similar description.
-Minimum 3 years, preferably 5 years of specific experience in dealing with IPA regulations or PRAG.
