Provision of technical assistance to the Micro Projects Programme Coordination Unit (MPP-CU) in order to support effective programme operations and community facilitation. Essentially, it involves assistance to the Imprest Administrator and Imprest Accounting Officer with the financial implementation of the programme, in strict accordance with EDF 10 procedures. Capacity building of staff will focus on the efficient management of a series of calls for proposals, from initial launch to award of grant contracts. These will address the targeted focal sectors — namely, rural access infrastructure, water and sanitation, agriculture and food security, and income generation.
An additional component, dealing with the empowerment of communities, community-based organisations and other non-state actors to participate in decentralised governance, and increased capacity in local and regional authorities to effectively and efficiently manage decentralised processes, will also require dedicated technical assistance.
Programme results will include:
1 Increased and improved social infrastructure in rural and peri-urban areas to ensure equitable access to health services;
2 Improved water and sanitation facilities in rural and peri-urban areas to ensure equitable access to sanitation and water;
3 Improved agricultural outputs to ensure food security in rural and peri-urban areas;
4 Improved income generation to enable local communities to maintain structures in the community;
5 Community based organizations and other NSAs to participate in decentralized governance with increased dialogue and improved capacity in local and/ or regional authorities to effectively and efficiently manage decentralised processes.
