The purpose of this contract is to increase the level of information on EU issues at the provincial level and to strengthen the capacity of administrations at the local level to support the management of EU funds and engagein the accession process in the selected 20 provinces through the means of: a training needs assessment study which will be followed by expert training programmes; capacity-building activities with the various methodologies of training sessions, workshops, etc. designed on the needs of each province and training-of-trainers programmes to the EU offices, EU permanent contact points and EU consultation and coordination committees of the selected 20 provinces of Turkey; a draft strategy paper for strengthening capacity at provincial level for EU affairs and the management of EU
funds will also be formed with an internal mid-term evaluation of the project's capacity-building activities and the training needs assessment report. Throughout the whole implementation period of the project, study visits for the participants from the selected
20 provinces to the institutions and organisation in Brussels and exchange visits to the selected EU countries will be organised, and strengthened information-sharing mechanisms through a launched Web portal, regular bulletins and regional information workshops will be realised. The cost of activities will be budgeted under the incidental expenditure and the provision for incidental expenditure will be indicatively 760 000 EUR.
