The assignment is to provide technical assistance to the IDC Chief Directorate in the National Treasury to meet its commitment for enhancement of efficient, effective and sustainable management of official development assistance (ODA) for better management and impact on strategic development priorities in South Africa. The IDC will further extend this technical support to the 3 spheres of government: national, provincial and local. Technical support will be provided through technical expertise in the areas of general budget and sector budget
support programmes, knowledge management, monitoring and evaluation, public finance management, regional cooperation (vis-à-vis aid effectiveness) and overall programme management. These are the specific areas in which capacity gaps have been identified with regard to the efficient and effective management of ODA and public delivery of services. The envisaged contract will ensure provision of prompt technical expertise for sector, project and programme studies, reviews and evaluations, and advisory and logistical support services
spread over a period of 24 months from the date of contractual signature. The focal area studies will focus on employment creation and social cohesion, governance, sub-regional and pan-African cooperation.
