Support to the EU Delegation to Turkiye on analysing and monitoring the performance of the EU funded Climate and Energy projects in view of the UNFCCC COP31

The Overall Objective (OO) of this assignment is to provide support to the EU Delegation to Türkiye in taking stock and monitoring the performance of EU funded initiatives in the field of Energy and Climate Change. Through the review and mapping of EU support, the preparation of analytical products, the identification of strategic opportunities and the facilitation of stakeholder exchanges, the EUD and other EU external action actors will be better equipped to take evidence-based decisions and strengthen cooperation with Türkiye on climate and energy transition.

Specific Objective 1 (SO1) entails an analysis and monitoring of the performance of EU-funded support in climate change and energy, identifying key results, lessons learned, climate-finance flows and potential areas for future engagement. It is primarily addressed through Services 2.3.1, 2.3.2 and 2.3.3.

Specific Objective 2 (SO2) will harness the knowledge produced in the context of SO1 in order to support the Delegation in its preparatory work ahead of the COP31. The key services linked to this objective are 2.3.2 and 2.3.4. Through targeted briefings, analytical notes, stakeholder consultations and events, the assignment will help the EUD clarify policy messages, engage relevant actors and identify concrete opportunities for future cooperation.
