Project description

The EU for Ukraine Initiative (‘EU4U Initiative’) has been designed to support priority recovery and resilience investments and EU accession process in Ukraine in the short and medium term. This Initiative includes an allocation of up to EUR 100.000.000 for technical assistance and advisory services (TAAS) for immediate needs as well as reconstruction efforts and accession support in Ukraine and Moldova.

The service contract “EU4U Technical Assistance and Advisory Services Programme Management Support” (EU4U TAAS) in Ukraine and Moldova will provide programme management support to the EIB to efficiently deliver the TAAS programme and achieve its expected results. Working closely with the EIB's teams based in Kyiv, Chisinau and Luxembourg, the scope of the work will include all the necessary support for planning, preparation (including drafting Terms of reference), procurement, monitoring, capacity building, compliance and reporting on the activities undertaken as part of the TAAS programme.

The EU4U TAAS will finance several technical assistance operations to address recovery and resilience needs in the infrastructure, financial, private sectors as well as other transversal activities. It will also support the two countries in their path to accession. The contract will have an initial duration of 4 years (tentatively 2024-2028) and may be extended.

Job description

Particip is looking for experts in public finance, private sector development, infrastructure, (social, transport, digital, energy) and post-war reconstruction with experience in the East Neighbourhood region and specifically in Ukraine and Moldova.

Requirements

Qualifications and skills

  • At least a master’s degree in one or more sectors related to the project (finance/ economics, business development, engineering, energy, or transport).
  • Proficiency in English is required. Working knowledge in Ukrainian, Russian and/or Romanian is an asset.
Professional experience
  • At least 5 years of experience in one or more types of service: planning, programme/project management, training, and monitoring and evaluation.
  • At least 5 years of experience in one or more sectors related to the project including public finance, private sector development, investments, infrastructure, transport, digital, energy and post-war reconstruction.
  • Experience in Ukraine, Moldova or other Eastern Neighbourhood or Eastern Europe country is required.
  • Experience in financial advisory, public and private sector investments, loans and related facilities is an asset.
  • Experience working in international development with different donors is an asset.
