The Government of the Republic of the Philippines (GPH), with support from the European Union (EU) is implementing the “Support to the Bangsamoro Transition Authority” (SUBATRA). As specified in the terms of reference of this programme, the capacity of the Bangsamoro Parliament to effectively exercise its representation, law-making, and oversight functions during the transition is the most critical issue for the consolidation of peace in Mindanao. The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is a newly established political entity in the southern Philippines. The regional government is tasked with implementing the peace agreement between the Philippine government and the Moro Islamic Liberation Front that ended decades of armed conflict in the region.

Job description

The primary objective of this assignment is to design and deliver a training to enrich the skills of professionals involved in researching, supervising, managing, planning, implementing, monitoring, and evaluating development projects. More specifically, the training is envisioned to:

    • Develop a thorough understanding of project goals, objectives, and benefits to ensure prudent resource allocation and initiate projects with clear benefits.
    • Ensure projects proceed efficiently through all phases, from concept to completion, with meticulous reviews at key stages, including initiation and final acceptance.
    • Provide a robust approach to defining realistic yet challenging timescales and budgets, optimizing resource utilization for successful project outcomes.
    • Establish a structured approach for defining roles and responsibilities, fostering commitment to project objectives among team members.
    • Implement systematic processes for managing changes to project scope, minimizing risks associated with modifications, and proactively addressing risks.
    • Monitor and control project work, schedule, costs, quality, staffing, and communications to ensure adherence to project objectives and standards.
    • Design projects centered on beneficiary needs, understand contextual issues unique to development, and use Monitoring and Evaluation (M&E) findings to continuously improve project impact and meet set objectives.
    • Design Networking and Resource mobilization plan
The Project Management Training for the Office of the Chief Minister’s Special Programs’ Project Management Offices (PMOs) of OCM’s Special Programs will be supported by SUBATRA. The training will be conducted in collaboration with a Resource Person, leveraging their expertise in the field of Project Management.

The training methodology encompasses a multi-faceted approach, integrating lectures, video presentations, group discussions, workshops, and practical exercises. This comprehensive blend is designed to cater to diverse learning preferences and ensure an engaging and impactful learning experience.

Requirements

General qualification and skills

    • Advance degree, preferably in social sciences and development studies or related field
    • Fluency in spoken and written English including excellent skills in delivery of training program;
    • Strong experience in social research methods i.e., interviews with decision makers, data analysis is an advantage.
    • Demonstrated flexibility, adaptability and understanding in taking on consultancy for development projects.
    • Familiarity of the operations of the BARMM and the local culture
    • Fluency/ Knowledge of at least one local language is desirable but not required.
General professional experience
    • At least 10 years of combined experience with the BARMM government and Civil Society at regional or national level in the areas of project development, project management and project cycle management;
    • Understanding of development issues in Bangsamoro is an asset.
    • Experience working with development partners and multilateral agencies will be desirable;
    • Relevant experience in the field of project development and management and monitoring and evaluation and Project Cycle Management PCM ;
Specific professional experience
    • At least 10 years of experience working with BARMM/ARMM government with strong competencies in delivering training, mentoring and coaching;
    • Familiarity of the workings and context of the Bangsamoro Autonomous Regional Government in Muslim Mindanao is required;
    • Experience working with local NGOs in the areas of fund raising and resource mobilization, team building, risk management and staff development preferred;
    • Experience in working with local and international NGOs as trainer or mentor
    • Experience in implementing EU projects is desirable.
