Project description
The eGovernment Benchmark 2026 study, funded by the European Commission, supports the Digital Decade Policy Programme by assessing the digitalisation of public services across the EU Member States. The study feeds into the Digital Economy and Society Index (DESI) and monitors progress towards key 2030 digitalisation targets.
Job description
We are recruiting junior experts in all EU Member States to serve as Mystery Shoppers. The role involves simulating the user journey of citizens and businesses interacting with public administrations. Tasks include:

This call for experts is open only to EU nationals, with access to national electronic identification means (eID).
The final selection is subject to contract award.
Only pre-selected candidates will be contacted.
We aim to recruit two Mystery Shoppers per EU Member State.
