Project description

The overall objective (Impact) to which this action contributes is to strengthen CSOs’ role in the promotion and protection of human rights through expanded civil society monitoring and advocacy at various levels in Türkiye

The specific objectives (Outcomes) of this contract are as follows:
Specific objective (Outcome) 1: CSOs effectively engaged in human rights monitoring and advocacy
Specific objective (Outcome) 2: Increased capacity of CSOs to monitor human rights in Türkiye and increased access to international human rights mechanisms
Specific objective (Outcome) 3: Enhanced advocacy and visibility of human rights issues through diffusion of monitoring results

The action will be the third phase of ETKINIZ programme which provides support to CSOs in order to document human rights situation, to facilitate consolidation of multi-stakeholders analysis and reporting and, ultimately, to initiate advocacy campaigns calling for an enhanced legal compliance
with the international human rights framework.

Job description

The Team Leader will ensure the overall programme coordination and will be the main contact point of the contracting authority. He/she/they will design, establish and coordinate tasks related to the monitoring and evaluation of the programme and will ensure proper quality check of all programme outputs. The Team Leader will have a crucial role in ensuring that the participatory requirements of these Terms of Reference are duly implemented at all stages.
100% of working time should be spent in Türkiye, unless otherwise requested and authorised by the Contracting Authority.

Requirements

Qualifications and skills
• Hold a University degree. A University degree in a relevant field for this action is preferred (e.g.
political sciences, law, social sciences, etc.). A post-graduate degree in a relevant field such as
human rights will be an asset.
• Very good command of written and spoken English. Turkish will be an asset.
General professional experience
• Minimum of 3 years of professional experience as Team Leader/Programme coordinator is
required; previous experience in EU-funded programmes is an asset.
• Minimum of 5 years of professional experience in programme or project management is required;
Experience in programme or project management in a relevant field such as Human rights, civil
society development, etc. will be an asset. 
Specific professional experience
• Minimum of 8 years of professional experience in relevant fields such as Human rights, civil
society, human and social development, etc.
Previous experience in the following topics will be an asset:
• Local context, including legal framework on human rights and civil society in Türkiye;
• Civil society role in human rights monitoring, promotion and protection;
• International human rights mechanisms framework, including at the European level.

Additional information

100% of working time should be spent in Türkiye, unless otherwise requested and authorised by the
Contracting Authority.
