Project description

The Technical Assistance will assist the Government of Vanuatu with the implementation of the Vanuatu Sustainable and Inclusive Rural Development Programme (VaVaC II). VaVaC II is a Budget Support Programme. The overall objective of VaVaC II is to contribute to climate-resilient rural development that enables opportunities for rural communities. The specific objective is to promote climate-resilient food systems including production, value addition, safety and quality, and trade. The expected outputs of VaVaC II will contribute to: (i) enhanced capacity to implement and monitor climate-resilient rural development policies, (ii) the delivery of stability-orientated macro-economic policies, (iii) public finance management (PFM) reforms, and (iv) improvements in budget oversight and transparency. Technical Assistance will provide support for the productive sector line ministries, notably the Ministry of Agriculture, the Ministry of Trade, along with the Ministry of Finance for its leading role in PFM reforms, and the Ministry of the Prime Minister for its central position in the overall coordination of development assistance.

Job description

Team Leader will be responsible for organising, coordinating and managing the work of the team and will carry out the following tasks:

  • Manage the inputs of key and non-key experts, according to the work programme
  • Organise and implement the delivery of all the project outputs in timely and effective manner while ensuring the quality standards and respecting the Terms of References and EU procedures
  • Ensure networking and coordination with all the relevant stakeholders (e.g. other EU funded projects, relevant National Authorities, other donors, etc.)
  • Attend and chair relevant meetings relating to the implementation of the contract
  • Providing technical assistance and leading the team in any of the interventions in the targeted sectors.

Requirements

Qualifications and skills

  • Education: At least a master’s degree in sciences, mathematics, engineering or any other relevant discipline.
  • Language: excellent command of written and spoken English. This shall be demonstrated by a diploma of a minimum C1 level according to the Common European Framework of Reference for Languages or by demonstrable performance in English speaking environments (e.g. university degree from an English-speaking university, publication of papers and reports in English, professional experience in English-speaking countries).
General professional experience
  • At least 10 years of post-graduate professional experience in providing technical assistance.
  • At least 5 years of the professional experience required above as a team leader, or in a management position. “Team leadership” or “management position” shall mean being responsible for the work and delivery of at least three subordinates.
Specific professional experience
  • At least 3 years of post-graduate professional experience in providing Technical Assistance to National Authorising Officer(s) including support to the implementation of Budget Support Operations.
  • Post-graduate professional experience in Vanuatu is considered an asset.
