The EU-Pakistan Cooperation Facility aims to reinforce the efficiency, performance, and impact of EU programs’ implementation in Pakistan. This facility will ensure synergy between development cooperation and policy objectives.
The activities funded by this action may include analytical studies and policy analysis, information and awareness-raising, trainings and facilitation of dialogues, monitoring and evaluation.
The project will be carried out in line with EU political priorities, such as the Global Gateway strategy, economic diplomacy, and other relevant EU initiatives and programs.

Job description

This is an indicative profile based on the information available at prequalification (ToR not available till tender stage):

The Team Leader will be responsible for the overall coordination and strategic direction of the project, ensuring the project’s objectives are achieved. The TL will be the key point of contact with the EU Delegation and other stakeholders, leading the expert team and ensuring the quality and timeliness of deliverables.

Requirements

Qualifications & Skills:

  • Master’s degree in International Development, Political Science, Economics, or a related field, or a Bachelor’s degree with 4 additional years of relevant experience.
  • Proficiency in English (oral and written, CEFR level C2).
Professional Experience:
  • At least 10 years of experience in development cooperation and project management, including at least 5 years in priority areas aligned with the EU Pakistan MIP 2021–2027, such as Green Inclusive Growth, Human Capital development, and Governance including Rule of Law and Human Rights
  • At least 3 years of experience as a Team Leader in large-scale EU funded projects.
  • Proven experience producing high-quality written outputs (e.g., reports, evaluations, studies).
Desirable Assets:
  • Proven experience in managing EU Cooperation Facilities.
  • Previous experience in Asia or Pakistan

Additional information

To be confirmed whether this will be a full-time incountry position or home-based with frequent missions to Pakistan.
