Our projects

The Finnish Fund for Industrial Cooperation (Finnfund) is the national Development Finance Institution (DFI) of Finland. Finnfund provides equity, loans and guarantees to private sector companies in developing countries and has as its’ overarching objective to further the economic and social development of its’ target countries.

The objective of the assignment is to evaluate how well Finnfund has implemented its’ mandate during the period 2008-2017, as defined by the Finnfund Act and the annual Ownership Steering Memorandums (OSMs) by the MFA. Core evaluation issues will be

• relevance and additionality;
• commercial risk management;
• environmental, social and human rights related risk management; and
• effectiveness in delivering desired outputs.

The evaluation will assess these issues through a desk study, interviews with key stakeholders in Finland, a benchmarking exercise comparing Finnfund to similar DFIs of other donors and field visits to three case study countries.

The results of the evaluation will feed into the development of Finland’s new development policy programme expected for the period 2020-2023.

The specific objectives of this assignment are to:

1. Prepare 1 regional multi hazard preparedness and response plan and 5 municipality plans

2. Prepare 24 community-based disaster risk management plans.

3. Prepare a framework for analysing and measuring resilience using the established 'ARC-D Toolkit'

The overall objective of the mission was to contribute to the promotion of CS organisations as agents of change and to contribute to strengthening environmental sustainability.

The specific objectives of the mission were as follows:

• Carry out an inventory of civil society, the development of CSOs involved in the field of the environment and their distribution according to their mandate and structuring;
• Strengthen and enhance the role of CSOs in environmental protection and management;
• Clarify and bring closer the visions around CSO-PP partnership concepts;
• Identify the practices (good and bad) which represent levers or barriers to CSO action;
• Identify concrete actions allowing a quality contribution of CSOs to the implementation of the National Strategy for the Environment and Sustainable Development (Stratégie nationale de l'environnement et du développement durable; SNEDD), the National Action Plan for the Environment and Sustainable Development (Plan national d'action pour l'environnement et le développement durable; PNEAEDD) and the SDGs, based on the added value of CSOs, the development of the Algerian context and new local and international environmental challenges. The actions took into account the legal framework, capacity building processes, access to information, the socio-economic context as well as the partnership and the leadership (co-leadership);
• Study the experiences of partnerships particularly between CSOs and PP and formulate recommendations and lessons in order to develop and improve the quality of these partnerships. The study included international examples on sustainable environmental integration in relation to the water, health and transport sectors supported by CSOs and examples of service delegation to associations in this field, explaining the mechanisms and tools applied in order to ensure this.

The main objectives of this evaluation were to provide the relevant services of the European Union, the interested stakeholders with:

• an overall independent assessment of the past performance of the 'Support to Public Administration Reform and Local Development' Programme, paying particular attention to its [in case of a mid-term evaluation you may add ‘intermediate’] results measured against its objectives;
• key lessons and recommendations in order to improve current performance of the programme and to provide an insight into future cooperation with Egypt in the sectors of interventions.

In particular, this evaluation served in assessing key elements of relevance, effectiveness, efficiency, sustainability, and early signs of impact among other important criteria.

The main users of this evaluation were the European Union and the Government of Egypt (GoE) represented by key beneficiaries and stakeholders of the programme.

The general objective was to contribute to the financial execution of the funds granted to the Ministry for Reconciliation in accordance with the procedures of the EFD.

The specific objective was to contribute to the training and support of the stakeholders involved in the implementation of the grant, based on a logic of transfer of competences in the following areas:

• procurement and monitoring of contracts for services and supplies in accordance with the procedures set out in the PRAG;
• the justification of the project expenditures and the archiving of supporting documents.

The global objective of the assignment was to support the ECOWAS Commission in implementing its regional strategy and pursuing its mandate in a more efficient and effective way, through a better management of its resources.

The purpose of the project was to strengthen the capacities of the ECOWAS Commission for a more efficient management of EU/EDF resources and reinforced coordination with donors and with the WAEMU Commission.(results 2 &3).

To attain the above purpose, the project had the following expected results:

Result 2: The ECOWAS Commission was supported in its role of Regional Authorising Officer (RAO) in the implementation of 10th EDF projects in compliance with the applicable financial and contractual procedures.

Result 3: The ECOWAS Commission ensured efficient monitoring of the 10th EDF projects and identification and formulation of 11th EDF projects, in coordination with the WAEMU Commission and in the context of improved coherence with interventions of other donors.

Another purpose of the programme reflected in results 2 & 3 was the preparation and facilitation of EC cooperation. For result 2, the following projects were identified where the ECOWAS Commission acted as contracting authority: (i) Peace, Security and Stability project, (ii) Drugs project, (iii) ECOWAS Capacity Building project, and (iv) Support to Joint Border Posts project. For result 3, ECOWAS had a coordinating role in Regional Economic Integration, Trade and competitiveness programmes managed under delegated and contribution agreements.

The purpose of the evaluability study was to inform the design of the upcoming evaluation by providing options for evaluation questions, methods, resources and expertise needed. The conclusions and recommendations of this assessment will be used for the planning and preparation of the evaluation, enabling a quick, focused and efficient start.

The evaluability study was mainly carried out as a desk study with some interviews of key informants.

• First, the evaluability study analysed interrelations between different policies, strategies and guidelines related to human rights and HRBA and their coherence.
• Second, it studied and analysed a representative portfolio of evaluations commissioned by MFA (meta-analysis). The portfolio consisted of policy, thematic, and programme evaluations as well as joint evaluations conducted by partner organizations on joint programmes.
• Third, the evaluability study carried out an evaluability assessment laying a special emphasis on human rights as an approach in development policy.

The overall objective of this contract was to contribute to the improvement of the performance and efficiency of the judicial administration as well as the courts in order to support the economic and social development of the country.

The elaboration of a diagnostic study of the justice sector which served as a basis for establishing the Government's policy in this area as well as an EU project taking into account the components:

• Access to Justice
• Training Courses
• Informatization
• Support to the National Human Rights Commission.

The specific objective of the assignment was to provide technical and logistical support to EUD Serbia staff for two one-day internal meetings to improve programming preparation and facilitation of the monitoring tools for all modalities of IPA financial assistance as well as visibility and communication.

The global objective of the assignment is twofold:

1. To provide necessary inputs and support for the elaboration of a document on “Elements for a strategic EU approach on Water and development” (the Document), to be used as an operational instrument for forthcoming actions in the sector.

2. To provide policy support to the Nexus Dialogues project on behalf of DG DEVCO; being the overall objective of the Nexus Dialogues project to support the institutional transformation required to meet increasing water, energy and food security (including land) demand (without further environment degradation), through the development of a truly integrated nexus approach.

The specific objectives of this project are:

++For the document on EU approach on Water and Development:++

• Assist DEVCO HQ in collecting information on existing sector strategies and priorities from EU member states (MSs), International Finance Institutions (IFIs), International Organisations (IOs), Partner

Countries, Non state actors (NSAs), and the Private sector;

• Participate to the ad-hoc events and meetings for the preparation and elaboration of the document, taking stock of past experiences and existing financial and policy instruments (i.e. European External Investment Plan, New Consensus for Development, Agenda 2030, SDG 6, etc.);
• Take into consideration in the drafting the EU approach on Water Development, but not limited to, the following concepts related to global considerations on water and development:
• Considering protection and sustainable use of surface and groundwater resources, conventional and non-conventional resources, including transboundary basins;
• Meeting environmental and water quality objectives, including sanitation, pollution prevention and de-pollution;
• Tackling climate change impacts and increasing climate and disaster-resilience;
• Tackling migration challenges, amongst and inside countries;
• Ensuring access to safe drinking water as a fundamental human right, particularly for the most vulnerable;
• Promoting transboundary water cooperation for optimal and sustainable water resources development and management at the basin scale and as an instruments to tackle conflicts;
• Promoting sustainable economic and social development with the potential for significant employment benefits;
• Continuing the promotion of gender mainstreaming, focussing on youth, transparency and improved accountability in the water sector;
• Gathering of reliable data and information, research and innovation and technology transfer, education and awareness as well as capacity building and knowledge management;
• Promoting sustainable financing, investments and operational partnerships with the private sector.

++For the Nexus component:++

• Support DEVCO HQ, EU Delegations, and the implementing partners in the implementation of the Nexus Dialogues project as appropriate;
• Foster and enhance a nexus process leading to coherent nexus frameworks and built on endorsed ministerial agreements and endorsed action plans, in particular in the following regions: SADC and Central Asia;
• Support the identification and preparation of a list of "Nexus" investment priority projects in the different target regions;
• Participate in Executive Committees, Steering Committees and Regional Dialogues of the Nexus Dialogues Projects in the three regions as appropriate.
