L'évaluation avait pour principaux objectifs:

• de fournir aux services de coopération extérieure concernés de l’Union européenne et au gouvernement partenaire (le BON, le Ministère de l'Environnement, particulièrement la Direction Changement Climatique - DCC):
• une appréciation globale, en toute indépendance, des résultats de toutes les activités conduites dans le cadre du programme AP3C à date, en s’attachant plus particulièrement aux résultats du projet par rapport à ses objectifs;
• les principaux enseignements de l'intervention et des recommandations afin d’améliorer les futures actions.

The review examined the Cotonou Partnership Agreement (CPA) that defines the EU cooperation with the African, Caribbean and Pacific Group of States, reconstructed intervention logics for all three pillars (political, economic and development cooperation (incl. human and social dimension), revised EQs and JCs, and analysed evaluation reports with the aim to:

• identify qualified or rated evidence linked to the achievement of the objectives of the CPA in the 111 evaluation reports (country, regional, thematic, aid modalities),
• examine the achievements according to DAC criteria, namely relevance, effectiveness, efficiency, coherence and EU added value,
• make conclusions about evolution and trends throughout the existence of the CPA per judgement criterion,
• conclude main lessons learnt from the evaluations, and
• indicate gaps of information and suggest ways to fill them.

As a supporting tool at the analysis stage, the review used the software MAXQDA that served the purpose of better organising the reading work.
The review was one of the four elements that helped prepare a comprehensive evaluation of the CPA.
After the finalisation of the assignment, the contract was extended in order to conduct an additional task, which was a review of additional reports in order to identify results of EU development cooperation since the adoption of the European Consensus for Development; the review was embedded in the EU efforts at implementing Agenda 2030.

There is sufficient wealth of experience now to reflect more thoroughly on the IfS Crisis response component accomplishments since the creation of the IfS in 2007.
The objective was to draw lessons from what had worked and what had not, so that the effectiveness of the Instrument contributing to Stability and Peace can be continuously improved.
The main objectives of this evaluation were to provide the relevant stakeholders in the European Union
(including policy-makers and the wider public) and elsewhere with:

• an independent assessment of the overall implementation of the IfS Crisis response component, paying particularly attention to the results achieved against its objectives;
• key lessons and recommendations in order to improve current and future action financed under the Instrument contributing to Stability and Peace.

This evaluation will also be used to generate information for:

• the final evaluation of the IfS (2007-2013)18;
• the mid-term review of the External Financing Instruments19.

The evaluation did benefit from and drew upon from the findings of the existing project and programme evaluations of the IfS Crisis response component as well as from overall programme-level evaluation of the IfS (July 2011).

The global objective of the assignment was to provide information on the European Union to the citizens of Serbia in order to achieve a higher level of knowledge of the EU accession process, and a high level of visibility of EU activities in Serbia by rendering assistance to the EU Delegation in Serbia.

The global objective of the assignment is to provide expert assistance to the OKACOM Secretariat and the EU Delegation to Botswana and SADC in order to complete theformulation of a Programme on Transboundary Water Management for the CubangoOkavango Basin, taking into account the assistance provided to Okacom by otherInternational Cooperation Partners (ICPs). The global objective of this project was to provide transparent, clear and user-friendly information on EU development aid thematic policy and activities in the area of Trade, Private Sector Development/engagement and Regional Integration.

Since the adoption of the EU Framework for national Roma Integration strategies, certain progress has been attained on Roma integration policies at European and national levels. Nevertheless, tangible changes in the situation of Roma still need to be achieved.
The purpose of this project is to support targeted communication activities to fight discrimination and stereotypes against the Roma population and support for voluntary initiatives promoting mutual learning and twinnings among local and regional public authorities on Roma integration across the European Union with a focus on Bulgaria, Czech Republic, Romania, France, Germany, Hungary, Italy and Slovak Republic.

The overall objective of the project was to contribute to the development and national/local governance in Rwanda.

The stakeholder campaign aimed to inform key opinion formers and multipliers in EU Member States about enlargement policy related developments and the progress the candidates and potential candidates have made in fundamental areas that are important to EU citizens, such as rule of law (e.g. crime, corruption), economic governance, human and minority rights, freedom of expression and media, or environment and climate change.

The “2030 Agenda for Sustainable Development” has been the guiding framework since 2016 for promoting sustainable development worldwide. Many of its key issues are within the competence area of the EU. In view of the large number of individual processes, an overarching approach is required for defining the position of the 2030 Agenda as a reference framework for EU sectoral strategies and processes.
It was the central concern of the study to develop proposals which will enable the Agenda to result into a comprehensive EU architecture on sustainable development issues.
