Evaluation, Identification and Formulation of EU support to the Inclusive politics agenda in Somalia (Constitution, Federalism, Elections and Parliament) and the EU Democratisation support to Somaliland

The global objective of the project was to carry out a comprehensive evaluation of the impact of the EU support in the area of inclusive politics/democratisation in Somalia in the period 2012-2017 as well as the EU democratisation support to Somaliland in the period 2014-2017, in order to provide the Delegation with recommendations concerning strategic programming and operational choices for future strategic support through the EU Support programmes: "Governance Consolidation Programme for Somalia (GOVCON)" funded by the 11th European Development Fund and in particular Result 1 “Strengthening democratic institutions and processes” and pillar 3 "Build state legitimacy and responsiveness, and democratic governance” of the EU Development Cooperation Strategy 2017-2020 to be financed by the EUTF. The amounts allocated were of 12,000,000 (Result 1: Strengthening democratisation, social accountability and participation of non-state actors in governance processes including, elections, support for the legislative sector, constitution and enhanced social accountability and participation of non-state actors in democratisation, peace and state-building and human rights promotion, with focus on women’s rights and decision-making) and 14,000,000 EUR.
The specific objectives were:
  • To provide an overall independent assessment of the past performance of EU programmes in support to inclusive politics for Somalia and the democratisation programmes for Somaliland, paying particular attention to their overall impact and ‘intermediate’ results measured against their objectives (with attention to relevance, effectiveness, efficiency, results and sustainability).
  • To provide key lessons and recommendations in order to improve impact and coherence of future EU Actions in the relevant areas and its strategic role vis-à-vis the ongoing and future interventions of other key donors as well as the key milestones to be achieved in Somalia and Somaliland by 2020/2021.
  • To assist the EU Delegation in the preparation of a new strategic and comprehensive framework in the area of inclusive politics (democratic institutions, electoral and political processes and accountability) in Somalia and on democratisation in Somaliland. That comprises of actions under Results 1 “Strengthening democratic institutions and processes” of the GOVCON Support programme to be financed by 11th EDF, and the pillar 3 "Build state legitimacy and responsiveness, and democratic governance” of the EUTF. These actions will be implemented through selected implementation modalities.
  • In relation to specific objective 5, to recommend actions, in the area of inclusive politics and democratisation that could reinforce the impact and/or complement activities under the integrated territorial approach per corridor in terms of state and federal architecture, consolidation of state formation and local authorities, promotion of intra, inter-state reconciliation and inter-state and FGS-FMS relations, political processes and state accountability.
  • To assist the Delegation in ensuring coherence in the EU support in the area of democratisation and its support to the civil society.
  • To map out and assess from a strategic perspective key implementing partner organisations both local (civil society) and international that played or could have played an active and meaningful role in the democratisation, strengthening of democratic institutions and political processes for Somalia and Somaliland and to provide recommendations for their potential role in the implementation of the future EU assistance in the respective areas in Somalia and Somaliland for the period 2017-2021.
  • To identify options for implementation modalities of future EU programmes in support to inclusive politics (democratic institutions, electoral and political processes and accountability) in Somalia and the EU democratisation programme in Somaliland, which could include modification of implementation modalities, selection criteria, management, partners (UN, international organisations, local civil society) and budget allocations among others.
