Long Term Agreement for the Provision Third Party Monitoring for Mogadishu and Somaliland Area Office
			The objective of the TPM is to monitor WFP programs, provide data on the quality of implementation and  monitor  market  functionality.  The  TPM  conducting  this  exercise  is  expected  to  have  strong facilitation,  monitoring  expertise  and  extensive  coverage  in  remote  and  hard-to-reach  areas  in Somalia where WFP operational sites are ongoing. 
Third Party Monitoring (TPM) providers will perform M&E support services for United Nations WFP, mainly for monitoring and survey functions. TPM staff will carry out their activities under the overall guidance of the WFP Somalia Head of PMLE, Head of Supply Chain and the Heads of Area or Field Offices. TPM field staff will be assigned to work on WFP operations on a full-time basis and will report directly to the PMLE  and/or Supply Chain Lead of an Area Office/Field Office to which they will be assigned. The TPM, in consultation with WFP, will make available the number of staff needed to ensure quality monitoring in areas communicated by WFP.
