Recruitment of a Technical Assistance Team as Part of the Programme to Support Citizens' Civil Society Initiatives in Senegal (PAISC)

The general objective of the project, which this contract is part of, was as follows: to help accompany changes to civil society in the democratic strengthening of Senegal.
The specific objective of the contract was to coordinate the technical, administrative and financial aspects of the project on behalf of the NAO.
The "Programme to Support Citizens’ Civil Society Initiatives” was part of the EU’s “Agenda for Change” which placed great emphasis on democracy and good governance. It aimed to help accompany changes to civil society in the democratic strengthening of Senegal by consolidating the achievements of the 9th and 10th EDF through:
  • greater citizen involvement in the governance of public action in key development sectors, taking into account the priorities of EU-Senegal cooperation.
  • strengthening emerging movements for citizenship, building on urban solidarity networks in the suburban districts of Dakar.
Result 1: three months after kick-off, the logical framework was revised, a monitoring and evaluation system (including tools) was designed and set-up, a multiannual project plan was prepared and a 6-month activity work plan was submitted to the NAO and Head of Delegation for approval.
Result 2: progress reports on the implementation of the contracts (stocktake of the various achievements, constraints and perspectives of the results of the ongoing contracts and actions in the key development sectors in particular those of the 11th EDF) were presented to the steering committee twice a year, along with the dissemination of relevant information on the programme’s achievements.
Result 3: a monitoring and evaluation system (including administrative and financial monitoring of the contracts), was in place which is operational and updated regularly.
