External Monitoring and Evaluation for the European Union Regional Trust Fund in Response to the Syrian Crisis, the 'Madad Fund'
Overall objective
The Overall Objective is to establish a comprehensive Monitoring and Evaluation mechanism: for the EUTF in response to the Syrian crises, the 'MADAD Fund'.
Purpose:
The purposes of this contract are:
l. Results-Oriented Monitoring: To monitor the implementation of and develop recommendations for ongoing MADAD-financed projects and provide evidence based know ledge on the results and outputs, through the use of SMART qualitative and quantitative indicators.
2. Data Collection: To assess effectiveness of the EUTF at thematic and geographic level, through regular data collection and systematization as well as sector/country analysis.
3. Impact-focussed Evaluation: To assess the sustainability, efficiency and effectiveness of Madad-funded programs and evaluate prospects of impact.
