This independent evaluation of WFP Country Strategic Plan (CSP) in Ethiopia assessed the strategic positioning, added-value and results of WFP operations in the Country from 2019 to 2023.
The evaluation served the double purpose of accountability (performance and result assessment) and learning (why certain results occurred or not, lessons and evidence for decision-making). It is envisioned that the evaluation will inform the design of the new CSP for Ethiopia, which is scheduled for Executive Board consideration in November 2024.

General Objective:
The general objective of the PADT programme/AT project is the sustainable improvement of living conditions and the reduction of territorial disparities in rural and mountain areas.

The Satellite Index Insurance for Pastoralists in Ethiopia (SIIPE) programme was implemented in the Somali region of Ethiopia and aimed to mitigate the impact of drought on pastoralists' livelihoods through a weather-index insurance and community assets.
This final evaluation of SIIPE serves the double purpose of accountability and learning and covers the period from 2019 to 2022. It aims to identify the changes at beneficiary level induced by the programme in terms of protection against climate risk, behaviour, and well-being. The evaluation uses a mixed methods approach that combines document review, focus groups and interviews with a quasi-experimental design (matching) based on a quantitative household survey.

To strengthen EU-Australia and EU-New Zealand relations, in line with bilateral agreements and in coherence with the objectives of the EU’s Foreign Policy, as well as key EU strategies: the European Green Deal, a Stronger EU in the World, the EU’s Multilateral Strategy, the EU Asia Connectivity Strategy, the Indo-Pacific Strategy, Global Gateway and Strategic Compass.

The general objective of the Policy Support Facility for the Implementation of Foreign Policy- Lot 2 is to provide technical assistance, policy-related analysis,monitoring and evaluation and related training via individual assignments, to support existing policy dialogues between the EU and partner countries in areas such as global challenges, the international dimension of Europe2020 and public diplomacy.

Action in the Americas

This assignment aims to provide the mid-term evaluation of the projects Support to the Global Covenant of Mayors for Climate (PI/2020/418-375), Support to the Global Covenant of Mayor for climate and energy in the Americas (PI/2020/420-420) and Support to the Global Covenant of Mayors (GCoM) for Climate and Energy in Asia (PI/2020/420-620).

With a view to supporting the programming in the Horn of Africa region, and in particularly in support of resilience-building components of the EU’s external action, the overall objective of a Resilience Assessment and Roadmap creation is to:
a) identify,
b) address,
c) and take action
on structural causes of fragility and potential shocks, as well as opportunities for resilience building in the Horn of Africa region; operationalizing, improving and strengthening EU resilience-focused interventions and providing a vision on what specific strategic, policy, programming, design and implementation changes are needed to strengthen resilience in a specific context.
To this end, the expert(s), in conjunction with INTPA G5, will provide technical assistance to Delegations to conduct resilience assessments and develop resilience roadmaps, highlighting which resilience dimensions should be targeted and how to best target them.
