Our projects

The overall objective of the assignment was to provide technical support to the EU Delegations for the implementation of the EIDHR Country Based Support Scheme (CBSS) for the period 2019-2020.

This support aims more specifically at ensuring the two following specific objectives:

• Support EU Delegations in the technical and financial assessment of proposals received in the framework of the CBSS calls for proposals (evaluation of concept notes and full proposals)
• Provide timely and accurate biannual update of the existing database of the EIDHR projects.

Systematic and timely evaluation of its programmes and activities is an established priority of the European Commission. The focus of evaluations was on the assessment of achievements, the quality and the results of Interventions in the context of an evolving cooperation policy with an increasing emphasis on result-oriented approaches and the contribution towards the implementation of the SDGs.

The ++main objectives++ of this evaluation were to provide the relevant services of the European Union, the interested stakeholders and the wider public with:

• an ++overall independent assessment++ of the past performance of the project: ++Improving food and nutrition security++ in Dodoma and Singida Regions, Tanzania - Boresha Lishe, paying particular attention to its results measured against its expected objectives; and the reasons underpinning such results;
• key lessons learned, conclusions and related recommendations in order to improve future interventions.

The main users of this evaluation were the EU Delegation to Tanzania, WFP, Save the Children and the Government of Tanzania being the PMO’s Office, PORALG, Ministry of Agriculture, TFNC and the Ministry of Finance and Planning NAO office.

The scope of the evaluations was to carry out an analysis and assessment of the relevance, coherence, effectiveness, efficiency, sustainability and impact of the two projects to guide MFA's future involvement in the identification, formulation, design, appraisal, funding and implementation of similar but more impactful projects.

The ex-post evaluation of the RWSSP-WN covered the duration of the project phases from 2008-2019, and the final evaluation of RVWRMP covered the period from 2006 until the moment of the evaluation. The scope of both evaluations was WASH and livelihoods, with linkages to poverty reduction, climate change adaptation and mitigation, environment, agriculture/forestry, local governance processes and GESI.

The objective of the technical assistance is to provide support to the Ministry of Education in implementing the Qualitative Intervention Programme (QIP) through which the concept of "Positive Behaviour Support" (PBS) is being adapted to the Tunisian context and implemented.

The programme will allow to improve the quality of school climate and discipline in beneficiary schools, both factors that are expected to have a positive impact on the performance of students.

The target groups of the intervention are teaching and managing staff, parents and pupils of beneficiary schools, as well as education managers at national and provincial level.

The expected results are:

• Conceptual development of a variety of qualitative interventions that allow to improve discipline and school climate, following a PBS approach who has been adapted to the Tunisian context. This will notably include the development of training material and raising awareness on the PBS approach amongst school principals, teachers and at all levels of the education system.
• Provision of empirical evidence on the impact of the PBS concept in pilot schools.
• Implementation of the PBS approach in a first group of pilot schools, the revision of the approach following the pilot phase, and the implementation of the revised approach in a second group of pilot schools.
• Evaluation of project results through a detailed analysis of the evolution of measures taken, their impact on the school climate, and their impact on the performance of students.

This final evaluation of the “Citizens' Empowerment in the Republic of Moldova” intervention was implemented between 28/12/2018 and 31/12/2021 with a budget of 4,900,000.00 EUR. The evaluation intended to contribute to i) accountability – by providing an assessment of the results achieved; and ii) learning – by understanding what have been the factors that made possible or created obstacles to the achievement of results and by identifying any key lessons that would lead to improved future Action in the region.

The main objectives of this evaluation were to provide the relevant services of the European Union, the interested stakeholders and the wider public with:

• an overall independent assessment of the past performance of the Citizens' Empowerment in the Republic of Moldova project, paying particular attention to its results measured against its expected objectives; and the reasons underpinning such results;
• key lessons learned, conclusions and related recommendations in order to improve future

Interventions.

The evaluation team furthermore considered whether gender, environment and climate change were mainstreamed; the relevant SDGs and their interlinkages identified; the principle of Leave No-One Behind and the rights-based approach methodology followed in the identification/formulation documents and the extent to which they were reflected in the implementation of the Intervention, its governance and monitoring.

The main users of this evaluation will be the relevant EU services and the other stakeholders involved in the implementation of the Action. In particular, the:

• EU Delegation to the Republic of Moldova,
• European Commission DG NEAR C.1,
• Ministry of Infrastructure and Regional Development,
• GIZ.

The objective of the Third Party Monitoring and Evaluation activity was to monitor and evaluate the execution and implementation of EU funded projects in Somalia. Monitoring missions were carried out in all the regions of Somalia, including direct field visits in all the locations where the project activities were being implemented. Suitable methods for the monitoring were being developed, taking into consideration the security situation and political context.Findings and suggestions for improvement in programme management and results delivery were being delivered for each monitored project.

In addition to monitoring and evaluation of the projects, support was provided foridentification and formulation of new EU programmes/projects, which could best contribute to the broader EU cooperation strategy and development in Somalia. The project provided sector wide linkages, achievements, lessons learned, recommendations to inform future programmes.

The result to be achieved were as follows:

• Result 1: Provide specific monitoring reports on the implementation progress of ongoing EUTF & EDF priority projects. These reports should clearly reflect relevance, effectiveness, efficiency, sustainability and impact, conclusions and any other relevant information collected during the monitoring mission.
• Result 2: Recommendations, and where relevant, improved indicators of outputs, outcomes and impact that can be applied in the remainder of the implementation of the projects.
• Result 3: Share with the EU, Somali authorities and implementing partners the lessons learnt, achievements and best practices on a sector wide level in a user-friendly accessible manner.

The main objectives of this evaluation were to provide the relevant services of the European Union with:

• an overall independent assessment of the performance of the project ‘UN Joint Programme to strengthen urban and rural resilience and conditions for community recovery in Syria’, paying particular attention both to its results, measured against its expected objectives, and to the reasons underpinning such results;
• key lessons learned, conclusions and related recommendations in order to improve the remaining period of implementation and potential second phase as well as similar future Interventions.

In particular, this evaluation served:

• to understand the performance of the intervention and the reasons behind it in order to maximise its potential to achieve the expected results during the residual implementation time
• to understand whether the implementation modalities of the intervention are the most appropriate in order to achieve its objectives;
• to understand whether the governance mechanism of the intervention allows for a suitable and efficient representation of the interests of key stakeholders;

The main users of this evaluation are the EU Delegation to Syria and DG NEAR Directorate B.1 (Middle East), the JP itself and the relevant UN Agencies involved, as well as local implementing partners and counterparts.

1. Support Peru in the leadership of the regional working group on promotion and

enhancement of forest products, biological diversity and bioeconomy in partnership with the private

sector.

2. Formulation and implementation of a monitoring system for the continuous measurement of Peru's

progress in the implementation of the Plan of Action of the Pact of Leticia, at the national level and that

has measurable and coherent indicators for the actions prioritized in the axis 1 of the action plan and

the second regional working group.

The purpose of the Election Expert Mission (EEM) was to collect and analyse factual information, assess and report on the electoral process against international commitments, standards and good practice for democratic elections in line with the criteria contained in the Commission Communication on Electoral Assistance and Observation. The electoral experts also formulated recommendations to improve future electoral processes and assessed the state of implementation of recommendations made by previous electoral missions.

The main objective of the assessment was to identify the strengths, weaknesses, opportunities and threats of the management of Finnish development policy and cooperation and humanitarian assistance in view of the COVID-19 response, and to document them.

The purpose of the assessment was to further enhance MFA’s ability to respond and adapt development policy and cooperation and related actions in crisis by learning from the response to the COVID-19 pandemic. By understanding the different approaches in which the MFA responded to the COVID-19, relevant insights and lessons were generated to inform future responses in other crises.

The assessment covered both the acute and early phase of the COVID-19 pandemic and the longer-term response to build forward. Thus, it focused on the period from March 2020 up till the end of 2021.
