The global objective of this assignment was to strengthen the capacity of the NAO’s office, in the identification, implementation, coordination and pro-active monitoring and evaluation of the EDF funded cooperation programme, in line with the Cotonou Partnership Agreement, EDF and other relevant procedures. This objective was to be achieved through the implementation of the following:

• To assess the organisational structure and capacity of the Office of the NAO in discharging its role as foreseen in the Cotonou Agreement;
• To strengthen the capacity of the NAO in providing inputs in the programming and implementation of the 11th EDF and in contributing to the MOFED Aid Coordination mandate;
• To assess and design an aid information management system for tracking and reporting development cooperation inflows; and
• To explore and design further Technical Assistance.

The global objective of this assignment was to ++improve the visibility of EU activities++ in Azerbaijan.

The specific objective of this assignment was to update the EU Delegation's communication strategy and to develop and implement large scale visibility and communication activities for the EUD, namely:

++Organisation and Implementation of two large scale open air events for about 5,000-10,000 participants each++, in 2015 (Eurovillage Baku) and 2016 (EU Bus Tour incl. Eurovillage in Ganja).

++Eurovillage++ was organised in a prominent public space in the cities, with ++stands for the EU Delegation and Member States++, information booths, and various activity stands such as photo booth, face painting, dance lessons of European dances and karaoke of European songs. A stage was built up for ++performances and an entertainment programme++. Quizzes and games were proposed and the visitors could win EU goodies. Caterers provided various European food and drinks. Walk around artists, dressed as European fairy tale characters entertained the participants.

The ++target group++ of the Eurovillages was the ++large public++, but mainly ++families with children++ and ++young adults++.

Particip ++supported the EU Delegation in developing the event concept and in all steps of its implementation++, including (but not limited to):

• Managing and overseeing the ++event preparation and implementation++
• Establishing a detailed ++event proposal++, provision of all necessary authorisations from local administration
• ++Rent of venue, rent or production of all equipment++ (tents, banners, tables, chairs, umbrellas, stage with large screen etc.), contracting work force for ++security, first aid, build-up, dismantling and transport of materials++ before, during and after the event.
• Establishing detailed ++programme for the main stage++, liaising with and ++contracting European artists for various performances++. Examples of personalities or artists who have been present at the Eurovillage: Joan Franka and band (singer from the Netherlands), Ana Rucner (cello player from Croatia), Berti Vogts (football personality from Germany), Traffic (band from Estonia), Iza Zaro (street artist from France) etc.
• Liaison and contracting of ++local staff for the activity stands++ (face painting, karaoke, dances etc.)
• Liaison and contracting of various ++local caterers providing European food and drinks++
• Liaison and ++coordination of volunteers++ supporting the event (as support staff for stands etc.), including various briefing meetings and a thank-you event after each Euro-village
• Developing ++visual identity for the events++ and its application to all of the ++promotional items and communication material++ of the activity
• Provision of ++video footage of the events and post-event videos in English and Azerbaijani++
• Design and production of information and promotion materials used in the context of the events. Items included: balloons, t-shirts, baseball caps, keyrings, stamps
• Design and production of “Eurovillage passports”, a booklet with a foreword from the EU Ambassador. With this booklet, participants could collect points at all stands and obtain a present once completed.
• Provision of ++comprehensive media outreach++ to ensure media coverage of the events.
• Survey amongst the visitors to collect information about their impressions and knowledge of the EU.
• ++Financial management++ with all involved stakeholders and reporting to the EU Delegation as per ToR.
• The EU Delegation's stand was designed to highlight EU involvement in Azerbaijan and especially the region where the bus tour was conducted.
• Furthermore the project designed and prepared visibility materials, to serve during and beyond the events:++four project videos++, a ++web-page template for EU projects++ and various ++promotional items++.

The overall objective of the assignment was to improve and to strengthen the capacity of the EU Delegation and its direct counterpart in Serbia as regards the IPA II performance indicators, monitoring and evaluation frameworks.

The purpose of the contract was to:

1. Provide capacity development to staff tasked with programming and managing of IPA II, along with their beneficiary institutions, in terms of defining and managing performance indicators in the context of programming IPA;

2. Provide capacity development to staff tasked with programming and managing IPA II as well as its beneficiaries, with particular reference to monitoring and evaluation.

The purpose was achieved through training workshops for performance indicators, monitoring and evaluation and delivery of face to face trainings to IPA II beneficiaries.

The global objectives of the evaluation were:

a) to provide the relevant external and co-operation services and other impacted services of the EU (FPI, EEAS, DEVCO, NEAR) with an independent assessment of the achievement of the intended results of EU election observation missions and

b) to identify key lessons and forward looking recommendations in order to improve future actions in this field.

The specific objectives of the evaluation were as follows:

a) The evaluation will assess EU election observation activities worldwide during the period January 2012–June 2016, using two of the standard five DAC criteria for evaluating Development Assistance, namely those of effectiveness and impact. As the evaluation should reflect a results-oriented management approach, these two DAC criteria were selected being the most relevant for this purpose.

b) The difference of this evaluation, compared to the wider one on the EIDHR in the context of the Mid Term Review Report, is that it is more focused on effectiveness and impact and takes also into consideration the beneficiaries' side with field visits of the evaluators in countries in which EU election observation has been conducted. This evaluation has also a shorter time span.

The aim of this project was to understand how and why gender inequalities persist in Haiti (while overcoming preconceptions, particularly with regard to foster care or schooling), and in particular in the priority sectors of European cooperation (EDF, other EC tools, Member States, etc.); how they interact with other inequalities and how they impact on human rights.

The aim was also to identify the efforts made by the EU and the MS in Haiti to move towards gender equality and the emancipation of women, and the results and benefits obtained.

Finally, the analysis would look at the commitment and capacity of the Haitian government and its partners to work on these issues of gender equality.

The Evaluation of the European Union’s co-operation with Central Asia (2007-2014) evaluated the design and the implementation of policies, strategies and sector programmes of the EU’s past and current development cooperation support to Central Asia.

The main objectives of the evaluation were:

• to provide the relevant external co-operation services of the European Union and the wider public with an overall independent assessment of the European Union’s past and current co-operation;
• to identify key lessons and to produce recommendations to improve current and inform future choices on co-operation strategy and delivery.

The evaluation used the five standard OECD/DAC evaluation criteria, namely relevance, effectiveness, efficiency, impact and sustainability. In addition the evaluation also looks at the EU added value and the 3Cs.

The evaluation was conducted in four phases:

• an Inception Phase, focusing on the design and the methodology of the evaluation including the reconstruction of the intervention logic and the compilation of a comprehensive inventory incl. monetary flow of all relevant activities between 2007 and 2014;
• a Desk phase, focusing on gathering and analysing existing data and information (through literature/document reviews and interviews/focus groups/surveys) and the delivery of a Desk report;
• a Field phase, including preparation of field missions, visits to the study countries and drafting of country notes;
• a Synthesis phase, producing a final report and dissemination of results to concerned stakeholders.

The evaluation included an in depth analysis of the contribution of EU support to development outcomes in the following sectors:

• Environment (focus on water management and climate change)
• Private sector development
• Education (higher education and vocational training)
• Border management, customs, fight against organised crime, and the rule of law

The final review of the “Support to the decentralization of the Koulikoro – PADK II” intervention had as its goal to strengthen the process of decentralization and good governance, in order to provide useful and sustainable services to the populations and in particular contribute to the sustainable and socio-economic development of the Koulikoro region.

Simultaneously, the second intervention “Support to civil status – PAEC” was to contribute to ensuring the legal security of citizens, as well as peace and stability through a reliable, secure and harmonized national civil registration system.

The evaluation provided answered to "how"- and "why"-questions and was essential for assessing the value of the achieved results and of the implementation process of the whole intervention.

The evaluation served the following functions:

• To support steering. On the basis of in-depth analyses, the review offered useful recommendations that are based on data (evidence-based).
• To contribute to learning. By analysing the development process, the review allowed to explain what works, what does not work and why, and to thus draw lessons for other interventions or for the elaboration of new policies, strategies and programmes.
• Accountability to the donor, partner and other internal actors by supplying an external assessment of the progress made and the results achieved

The global objective is to contribute to the drafting of the EU - Kingdom of Morocco cooperation strategy on migration.

The specific objectives of this contract were as follows:

• to support the Moroccan government in preparing a medium-term, total or partial, budget for its migration policies in order to ensure that satisfactory conditions are in place for the identification and formulation work to be carried out;
• to support the Moroccan government in identifying the migration policy sectors, thereby fulfilling the requirements to benefit from EU budget support;
• to formulate a budgetary aid programme to support the Kingdom of Morocco’s migration policies;
• to carry out the identification and formulation of the areas of support to Moroccan migration policies, using the “project” approach.

The global objective of the assignment was to produce a high-quality Brochure to enhance the communication and visibility of the impacts and results of DEVCO projects in Mongolia. The main purpose of the publication was to have the readers have a good outlook about the added value and success stories of the EU (EC + EU Member States) in the field of development cooperation in Mongolia.

The specific objectives of the assignment were as follows:

• to raise the interest in EU development cooperation related policies and actions in Mongolia
• to provide the general public with basic and attractive information on the added value and results of EU official development assistance (ODA) to Mongolia

The global objective of this project is to contribute significantly to the achievement of the Cambodia's strategic goals for the fisheries sector (including aquaculture), while ensuring that the growth in this sector is achieved in an equitable, inclusive and environmentally responsible way, resilient to climate change.

Specific objectives of this Strategic Environmental Assessment (SEA) are to describe and assess:

• The likely significant effects on the environment of implementing the Strategic Planning Framework for Fisheries 2010-2024 and the attached National Aquaculture Development Strategy (NADS);
• The most important environmental, natural resource-related and climate change-related constraints bearing on the performance of the fisheries and aquaculture sector in Cambodia;
• The opportunities for the CAPFish programme to contribute to enhancing the state of the environment, building climate resilience of the sector and the population, and promoting low carbon development and the transition to the green economy.
• To provide clear and realistic recommendations targeting the Government of Cambodia and the EU Delegation in order to enhance the environmental sustainability and climate resilience of the sector's strategy and the contributions through EU development cooperation support, in particular the formulation of CAPFish's capture fisheries component and the preparation I inception of its Aquaculture component

This assessment will then be taken into account in the launch to the CAPFish Aquaculture component

and the formulation of the CAPFish Capture Fisheries component. The SEA will provide decision makers (in the partner country as well as the EU and other donors) with relevant information to assess the environmental challenges and opportunities (including climate-related ones) with regard to the Strategic Planning Framework for Fisheries.
