Framework contract management
Particip has built a substantial track record in managing European Union framework contracts, including as consortium leader under the Services for EU External Action 2023 (SEA 2023) Framework Contract and the EVA 2020 Framework Contract on Strategic Evaluations.

The SEA 2023 framework contract commenced in January 2024 for an initial period of 24 months, with automatic renewal for a further 24 months. The portfolio led by Particip represents a stated potential market value of €275 million, while individual assignments under SEA 2023 may reach a maximum value of €2 million.
Particip is the only firm leading consortia across all three SEA 2023 monitoring and evaluation lots. Together, these lots span assignments ranging from monitoring systems, third-party monitoring and strategic data collection to intervention-level, country, regional, thematic and institutional evaluations.
