The present contract consists of setting up and running a Technical Assistance Facility to provide support and expertise in the sector of biodiversity, ecosystem services and natural resources management. This facility is part of the European Green Deal Knowledge Hub, which aims at establishing several technical assistance facilities in the different sectors covered by the European Green Deal. The setting up of these facilities aims at supporting the implementation of the external dimension of the European Green Deal in partner countries, in line with the relevant sectoral strategies and policies and cooperation agenda. The overall objective (Impact) to which this action contributes is:

• to support the global transition to inclusive, nature-positive, climate-neutral, resilient, equitable and sustainable development pathways.

The specific objective (Outcome) of this contract is as follows:

• to improve the financial contribution as well as the quality, impact and sustainability of European Commission’s external actions in support of biodiversity and nature at a national, regional and global level in line with the EU Green Deal and EU policies and the recently adopted Global Biodiversity Framework GBF.

The overall objective of the project "Strengthening the national regional linkages in SADC (SNRL)" is to support the Southern African Development Community (SADC) in its efforts to promote regional integration in the member states (MS) for the benefit of the population in the SADC region.

The project is aligned with SADC's regional strategy (the Regional Indicative Strategic Development Plan 2020-30, RISDP) and supports its implementation.

In particular, it supports SADC and its MS on implementing Chapter 5 of the RISDP focusing on the strategic management objectives of the RISDP. By strengthening SADC as a regional organization and by supporting the implementation of the regional agenda RISDP, the SNRL project aims to facilitate the regional integration in the SADC region.

The objective of this contract is the provision of high-quality short-term expert (STE) advice in various topics relevant for enhancing the capacities of national stakeholders to vigorously and effectively pursue in their respective countries the regional integration protocols, policies and strategies of SADC.

The individual consultancy assignments are developed between GIZ and its partners and are based on a joint process and methodology aimed at identifying the needs in the SADC region and within individual member states.

The assignments focus on the scaling-up of best practices and should aim to share experiences and knowledge throughout the region (for example by aiming to standardize products developed as part of the assignment).

The following outputs are expected as a result of project implementation:

• ++Output 1:++ The institutional framework for the implementation of regional integration in the SADC region has improved in the member states;
• ++Output 2:++ Monitoring and evaluation systems for the implementation of regional integration are in place in selected member states;
• ++Output 3:++ The strategic communication capacities of SADC and member states for high profile communication around SADC activities and operations are strengthened.

In line with the Commission’s objectives and priorities, and the Conclusions of the Foreign Affairs Council of 21 September 2021 and 20 March 2023 which reaffirm the European Union’s principled commitment to supporting the people of Afghanistan, the EU contributes to the international efforts for addressing basic human needs in Afghanistan.

Since 2021, the Commission adopted the following special measures in favour of the people of Afghanistan:

• Commission implementation decision of 31.10.2022 C(2022) 7606 final, action “Support to basic services and livelihoods for the people of Afghanistan”
• Commission implementation decision of 28.11.2023 C(2023) 8215 final, action “Addressing basic needs and supporting livelihoods of the people of Afghanistan”
• Commission Implementation Decision of 26.7.2024, C(2024) 5243 final, action ‘Addressing basic needs and supporting livelihoods of the people of Afghanistan – 2024’

In June 2025, the portfolio of ongoing projects implementing the above mentioned actions is composed of ~ 28 projects, ~ EUR 330 millions, implemented by multilateral organisations and NGOs across all regions for a duration between 2 and 4 years.

Principles for delivery of aid include (but not limited to): 1) women, girls and persons belonging to minorities should be able to access services in a non-discriminatory fashion; 2) support can only be given through multilateral organisations, NGOs or the private sector. No funds can be channelled to or through the Taliban de facto authorities (DFA) neither in Kabul nor at the local level, neither directly nor through other actors; 3) implement assistance without undue influence by the Taliban DFA on the planning, implementation and management of the activities or selection of beneficiaries; and 4) a do-no-harm and conflict sensitive approach will be ensured.

The overall objective (Impact) to which this action contributes is to facilitate the implementation of national and regional programmes by providing funding for all necessary support operations.

The specific objectives (Outcomes) of this contract are as follows:

1. Monitor implementation of selected EU funded projects

2. Track effective implementation of the principled approach

The global objective is to foster meaningful, inclusive, and rights-based participation of Filipino youth and civil society in shaping and implementing the partnership between the European Union and the Philippines.

The specific objective are:

• To strengthen the EU-Philippines’ Youth Sounding Board (YSB) and Civil Society Sounding Board (CSSB) to efficiently and effectively implement their role as soundboards for the EU in the implementation of the EU Multi Annual Indicative programme for the Philippines, 2021-2027 and of the Global Gateway strategy.
• To enhance inclusiveness and effectiveness of EU engagement with the Filipino civil society and youth, as important actors in the EU partnership with the Philippines.

The overall objective (Impact) to which this action aims to contribute is to strengthen the economic and trade relation between the European Union and the Islamic Republic of Pakistan.

The specific objective of this contract is to contribute to the Private Sector Engagement (PSE) and Economic diplomacy strategy of the EU in Pakistan.

The expected outputs of this contract are as follows:

• Output 1: Coordinate with, and asses the other activities/interventions under the PSE strategy. Further

develop the PSE strategy during the contracting years, proposing new interventions;

• Output 2: Generate knowledge on private sector development challenges, investments opportunities,

European Business situation, all centred in EU interests to be presented/disseminated during the

Business Forum;

• Output 3: Design a communication strategy that enhances the Business Forum visibility, interest,

engagement and recognition;

• Output 4: Organised tailored high level business forums to discuss the situation of the sector and

promote investment between Pakistan and the European Union businesses.

The specific objective (Outcome) of this contract is to assess compliance of the national administration with the General and Specific Conditions for the release of fixed and variable tranches as set out in the Appendix for Budget Support for Public Administration Reform and to provide recommendations to the EU Delegation to the Republic of Serbia concerning the value of the tranches to be disbursed.

The European Neighbourhood Instrument (ENI) Cross-border cooperation (CBC) and Interreg NEXT (acronym for: “Neighbourhood External”) programmes extend the principles of European Territorial Cooperation (ETC) among Member States within the EU, better known as Interreg, to territorial cooperation between Member States and the Partner countries and territories in the Neighbourhood area. They cover both cross-border cooperation (CBC) on land borders and sea crossing as well as transnational cooperation programmes covering sea basins.

Cross-border and transnational (sea-basin) cooperation along EU’s external land and sea borders is a unique form of cooperation between EU MS and neighbouring countries. It provides the framework and opportunities for enhanced people-to-people contacts, cooperation and exchanges essentially at regional and local level, and involves a broad range of actors (local authorities, NGOs, Civil Society Organisations (CSO), universities and other stakeholders).

The overall objective (Impact) to which this action contributes is to enhance the implementation of the ENI CBC and Interreg NEXT programmes by providing technical support to the programme authorities, beneficiaries, and stakeholders as well as to the Commission during all phases of the programme cycle.

The specific objectives of this contract are the following:

• to enable participating countries to manage, implement and close the ENI CBC Programmes taking into account the disruptions caused by the Russian aggression against Ukraine;
• to enable participating countries to manage and implement Interreg NEXT programmes in the most efficient way and to ensure effective cooperation between the Member States and the partner countries;
• to support the Commission with the effective management, implementation and closure of ENI CBC/Interreg NEXT programmes;
• to provide support to joint secretariats (JS)/branch offices in order to improve the project development and management capacity of organisations eligible to participate in the ENI CBC and Interreg NEXT programmes – such as local and regional authorities, CSOs and other relevant players. These activities should benefit eligible partner countries;
• to provide targeted support to the beneficiaries of partner countries impacted by the Russian aggression against Ukraine in close coordination with managing authorities and joint secretariats;
• to increase the capacities of regional and local authorities and other stakeholders in partner countries, in particular Ukraine, Republic of Moldova and Georgia, with a view to support their EU Accession process;
• to stimulate coordination not only among ENI CBC/Interreg NEXT programmes but also between ENI CBC/Interreg NEXT programmes and other similar instruments. This would allow for exchanges of best practices among both Programmes and projects as well as increase the ENI CBC and NEXT visibility.

The specific objectives (results) of this contract are as follows:

- Result 1: Raise awareness about the values, actions, and impact of the European Union in implementing development initiatives that improve the living conditions of the Chadian population, particularly youth and women.

Result 2: Improve the knowledge and perception of Chadian citizens regarding the European Union, its cooperation offer, and the Global Gateway strategy implemented by Team Europe in Chad, through strategic communication operations — including public campaigns in official languages (French and Arabic) and in commonly spoken local languages — in complementarity with public diplomacy.

Result 3: Strengthen existing networks and create new links with the media, networks, and influential individuals (influencers, opinion leaders at the local level, diaspora) in order to improve the perception of the European Union in Chad.

The overall objective to which this action contributes is to ensure efficient and effective use of IPA assistance in Türkiye by improving the performance of interventions through strengthening design, monitoring and evaluation systems.

The specific objectives of this contract are as follows:

• To improve the design and implementation of IPA assistance in Türkiye
• To improve the visibility and public perception of IPA assistance by promoting the results and achievements of IPA projects.

The expected outputs of this contract are as follows:

• Output I to Outcome 1: ROM services provided in Türkiye were updated and extended.
• Output 2 to Outcome 1: Capacities of Turkish institutions dealing with ROM services were increased.
• Output 1 to Outcome 2: Results and achievements of IPA Projects were collected and disseminated through different means.

Stakeholders: Central Finance and Contracts Unit (CFCU), National IPA Coordinator (NIPAC/DEUA), National Authorising Officer (NAO) – Ministry of Treasury and Finance, Delegation of European Union to Türkiye (EUD), National Programming Compliance Coordinator, Managing Authority (MA) (IPA III), Intermediate Bodies for Policy Management (IBPM) (IPA III), Operating Structure (OS) (IPA II), Sectoral Monitoring Committees (SMC), Contractors, End beneficiaries

This technical assistance project will strengthen the partnership between the European Union and Gabonese civil society and support implementation of the EU Roadmap for Engagement with Civil Society. It aims to improve opportunities for dialogue, increase civil society involvement in public policies and Global Gateway projects, and strengthen the organisational and operational capacities of civil society organisations (CSOs), particularly those working on human rights, governance and environmental protection.

The project is organised around four expected outputs:

1. **Initial stakeholder assessment and updated work plan:** Assess CSOs’ capacities, readiness and needs; identify active organisations for dialogue and training; and prepare an inception report incorporating a detailed methodology, work plan and implementation schedule.

2. **Stronger dialogue and a framework for structured engagement:** Organise four thematic dialogue sessions between civil society, the EU and its Member States, alongside at least two meetings on Global Gateway projects. Develop a strategy for establishing a formal, structured dialogue mechanism, involving national authorities and the private sector where relevant.

3. **Strengthened civil society capacities:** Deliver two five-day training sessions, each accommodating 20–30 participants. Training will address project proposal development, budgeting, funding opportunities, calls for proposals, event organisation, advocacy, participation in public policies, legal recognition and fundamental rights. Content will reflect assessed needs, with priority given to less experienced CSOs.

4. **Support for the annual Civil Society Forum:** Provide technical, logistical and financial support for the second “Forum citoyen”, planned during the Europe Fortnight in May 2027. The event will combine a public exhibition of CSO activities with two or three roundtables, promoting visibility, networking and dialogue with public authorities.

Gender equality, women’s empowerment and inclusion will be integrated throughout, while building where possible on the achievements of the EU-funded IMPACT project.
