Since 2015, GIZ’s Good Financial Governance Program (GFG) was implementing a large-scale program aiming to create a government-wide M&E system, including core business activities, IT support and capacity building and training. For this program, GIZ acts as implementing agency for UKAid and the Federal Ministry for Economic Cooperation and Development (BMZ). The program supported the Ministry of National Development Planning (MNDP), the Cabinet Office and the Ministry of Finance (MoF) at the “Apex” level as well as five sectors (Agriculture, Labour, Education, Health and Transport), encompassing seven line ministries.

The services requested under this assignment supported the first and the third pillar GFG’s M&E component, namely Capacity Building and Training on core business M&E activities.

The assignment was embedded in the Zambian Government’s process to produce its Annual Progress Report (APR). In order to improve evidence-based policy making in the context of the APR an in-depth understanding of the national context and how different results in various sectors interact with regards to the achievement of overall development objectives was required.

The APR is used as a monitoring tool and was intended to increase transparency of development outcomes. The ToR stated that the key issue underlying the assignment were the untimely production of the APR due to insufficient capacities of M&E staff to analyse, interpret and communicates meaningfully on the results and findings extracted from the available and assembled data sets from various sectors and line ministries.

Our understanding of the ToR and the status of achievements of the Programme was that the challenge existed in the further use of collected data through M&E activities under the GW-MIS in order to analyse and extract relevant information on actual performance against the N-KPIs. The appropriate, efficient and transparent communication and visualisation of this information gained from data analysis was another crucial element of this assignment.

Subsequently, the objective as described in the ToR was to strengthen the skills of M&E staff in data analysis and communication and to support the APR production process.

Ultimately, this project contributed to better policy decisions for improved service delivery for citizens and higher transparency and accountability

The SIRF project was a sub-component of the EU-PFMO and thereby contributed to its objective of greater efficiency, effectiveness, transparency and accountability in the Vietnamese budget processes. The projects supported the national partners by delivering strategic, procedural and technical advisory aiming to reform revenue forecasting in Viet Nam via a four-stage-process:

i.) Development of a concept for revenue forecasting, including a capacity development (CD) strategy: The concept for revenue forecasting was developed in accordance with a) partner requirements, b) international standards and c) the institutional, procedural and technical framework. ON the basis of the new concept, a capacity development strategy for the involved partner institutions (Interministerial Working Group, State Budget Department, Budget Planning Department, National Institute for Finance, Training Centre for Finance Officers) was developed and procurement needs were assessed.

ii.) Implementation of trainings in revenue forecasting: On the basis of the CD-strategy developed in phase 1, trainings for all stakeholders were conducted. This was done in close cooperation with a national institute in order to ensure sustainability beyond project duration.

iii.) Advisory services/mentoring throughout the implementation process in 2017: Vietnamese partners were assisted in the process of implementing the new revenue estimation concept throughout 2017. The mentoring and advisory was delivered via a support desk consisting of the expert team and regular mentoring visits.

iv.) Evaluation of revenue forecasting in 2017: Following the implementation process in 2017, the quality of revenue forecasting in Vietnam was assessed in order to identify areas where further support was needed. Furthermore, an adequate monitoring and evaluation system, which allows for project monitoring (by partners, GIZ and contracting party) and project steering in accordance with the five success factors of Capacity Works was developed.

The overall objective of the project was to improve the efficiency and effectiveness of the overall Mine Action Programme in Egypt.

The specific objectives of the final evaluation were:

• To conduct a comprehensive review of the performance of the programme, in particular of the interventions implemented in Marsa Matrouh governorate;
• To verify and explain achieved results (including unexpected results) attributable to the programme;
• To assess the sustainability of the intervention benefits and their impact;
• To identify lessons learned and make recommendations.

A dysfunctional justice system in urban and semi-urban areas and the lack of a formal justice system in rural areas restrict access to justice for the vast majority of the citizens of Pakistan. This applies particularly to the Federally Administered Tribal Areas (FATA) in northwest of Pakistan and its bordering provinces Khyber Pakhtunkhwa (KP) and Balochistan.

In 2012, the EU and Pakistan adopted a 5-Year Engagement Plan that reinforces the EU’s commitment to a stable, democratic and pluralistic Pakistan. In particular, the EU has supported the development of KP and FATA in the field of Good governance, Human Rights and the Rule of Law (RoL). In 2017, the EU received a request from the Pakistani government to provide technical assistance in the strengthening of the RoL in the process of the planned merger of the FATA with KP.

Therefore, the global objective of the assignment was to assist the EU Delegation in the design of a programme under the AAP 2018 to reinforce the RoL in the FATA, KP and Balochistan.

The specific objectives were to:

• Analyse the RoL sector in KP, FATA and Balochistan under consideration of potential political developments and assess feasibility of a RoL intervention in this volatile environment
• Conduct multi-stakeholder consultations to obtain a consensus and good level of ownership from all relevant counterparts for the future programme and advise on possible modalities of assistance acceptable to national stakeholders
• Propose an intervention and develop a full set of draft programming documents required for the project identification, formulation and contracting

Nepal went through a violent armed conflict starting in 1996 which led to the signature of the Comprehensive Peace Accord (CPA) in 2006. The Nepal Peace Trust Fund (NPTF) was designed to support the CPA since its establishment in 2007. The NPTF was originally set up under a Joint Financing Arrangement (JFA) between the Government of Nepal (GoN) and a Donor Group, which initially included both the EU and a number of EU Member States, together with others.

The general objective of this evaluation was to contribute to stability and peace in Nepal for its sustainable development and ultimately towards economic progress in the long term. This included to assist the Ministry of Peace and Reconstruction through sector budget support and to reinforce the capacity of the actors for the implementation of the peace agreements in general and of the Ministry of Peace Secretariat in particular through capacity development in peace building.

The purpose of this evaluation was to make an overall independent assessment of the past performance of the NPTF, paying particular attention to its results measured against its objectives and to draw key lessons and recommendations in order to improve current and future programmes related to governance and restoration of the rule of law. Moreover, it served as reference for future interventions in Nepal. Therefore, it focussed on the implementation modalities that have been used, the visibility and communication factors, the pertinence and effectiveness of the projects selected and implemented and the impact that the NPTF could have had on the Peace Process.

The general objective of the contract was to contribute to a strengthened common identity of the PALOP-TL by the production and diffusion of knowledge about the origins and current common ties of the PALOP-TL on the occasion of the 25th anniversary of the programme between the PALOP-TL and the EU.

• produce audio-visual material about the common history and the current common ties between the PALOP-TL through a short-film contest;
• present/diffuse of material to the public during short-film festivals and/or films about the PALOP-TL in 2017 and 2018;

The principal objective of this program was to support the DGI (Direction Générale des Impôts) and its plan of modernisation, especially in the field of external and internal communication (as identified in a previous TADAT evaluation), in close cooperation with the principal partners, the DGI communication working group, the Cellule de Communication (CelCom) and the Division des Etudes et Reformes (DER).

The specific purpose within the assistance was the analysis of the current state of the internal and external communication of the DGI, the identification of its shortcomings as well as the determination of all necessary measures to be taken;

Furthermore, based on this analysis, Particip was developing an action plan for the improvement of the internal and external communication. The action plan incorporated findings of a previous TADAT evaluation in Cameroon as well as the results delivered in 2016 by ATAF (African Tax Administration Forum) and ICTD (International Center for Taxation and Development) regarding the communication of the tax authorities in Rwanda;

An important component of the action plan regarding the communication of the DGI was the development of a new graphic charter for DGI website, a new logo and the establishment of basic rules to enhance the coherent visual identity of the DGI;

During the implementation phase of the action plan by the DGI, continuous support and monitoring was provided. After a period of 6 months, the implementation progress was concluded with an overall evaluation.
