Technical Assistance for Support to Bangsamoro Transition (SUBATRA)
Consultant to support ToT Strategic Planning (DAB) and conduct Strategic Plan Reviews (MPOS, BWC, BYC, OOBC)

Project description
The purpose of SUBATRA is to contribute to a smooth and timely undertaking of the transition through capacity building of the 3 branches of the Bangsamoro Government to promote an enabling good governance environment with a focus placed on capacities that are critical for a sound functioning of interim institutions:
- capacity of the BTA’s executive branch superstructure to impulse and coordinate key transitional policies and capacity of Governance line ministries to deliver basic services (output 1),
- capacity of the Parliament to exercise its law making, oversight functions and representation functions (output 2),
- capacity of the Justice System to adjudicate litigations and improve access to justice (output 3) and,
- capacity of the civil society to contribute to a peaceful transition (output 4).
This ToR describes activities which supports the achievement of output 1 and especially:
- Result 1.4.1 Enhanced institutionalization of the Civil Service training function through capacity building of the Development Academy of Bangsamoro (DAB)
- Result 1.7 Enhanced capacity of the Ministry of Public Order and Safety (MPOS)
- Result 1.9 Enhanced capacity of the Bangsamoro Women Commission (BWC)
- Result 1.10 Enhanced capacity of the Bangsamoro Youth Commission (BYC)
- Result 1.14 Enhanced capacity of Office of Other Bangsamoro Communities (OOBC)
As stated in the BDP2 2023-2028, ‘the BARMM Government needs a qualified and competent workforce in all levels of the bureaucracy. Capacitating the workforce bureaucracy is also of prime consideration given that some are new entrants to the government service. The DAB is a new organisation in the BARMM Government, which was legitimised with the passing of the Bangsamoro Administrative Code in March 2019. Development Partners such as the TAF and the World Bank has provided limited support to the DAB while the local branch of the Civil Service Commission has provided ad hoc support.
SUBATRA has a long term commitment to supporting the BARMM’s training needs through supporting DAB, the Government’s official training arm. At present, DAB has a pool of trainers. However, their training skills are limited to supporting onboarding for new entrants into the BARMM. Key modules include Values Transformation and History of the Bangsamoro.DAB has requested that the trainers become skilled in generic subjects such as strategic planning so this knowledge and skills can be internalised in the BARMM and lessen dependence on outside consultants.
Job description
Objective
The overall objective of this consultancy work is: 1) to capacitate DAB Trainers so that they can lead strategic planning activities in the BARMM Government without the need for external assistance, and; 2) Conduct a review of Strategic Plans for MPOS, BC, BYC and OOBC with the aid of DAB trainers.
There is a need to conduct Strategic Plan Reviews for the following agencies :
- MPOS – a 2021-2025 Strategic Plan was completed in January, 2020;
- BWC – a 2022-2026 Strategic Plan was completed in May, 2021;
- BYC - a Strategic Plan was completed in April, 2022; and
- OOBC – a Strategic Planning Summary Report was completed in May, 2023.
Scope of Work
The main rationale for these reviews is that some previous strategic planning exercises were not fully completed, particularly in the finalization of a multi-year plan with detailed activities against strategic objectives, complete with indicators and targets. It is also imperative that all Plans are now aligned with the Chief Minister’s Advanced 12 Point Agenda, Bangsamoro Development Plan 2 (BDP2) and Bangsamoro Development Investment Plan (BDIP). The reviews will revisit each element of the respective Strategic Plans for relevance and updated as necessary. It is proposed that one NKE is engaged to conduct all of the above activities. The NKE will be supported by DAB Trainers who will get practical experience in leading strategic planning exercises to BARMM officials.The NKE shall report to the key officers in each of the agencies to be nominated and KE2 and PDE2 of SUBATRA for all related technical matters. In the case of the DAB, the NKE will be conducted under the direction of the DAB Director of Finance and Administration Ms Normia A. Salindal, an appointed DAB Technical Working Group (TWG) and KE2 of SUBATRA for all related technical matters.
DeliverablesThe assignment shall have a total duration of 30 working days, which shall be undertaken on both home-based and in various venues of the activities. The expected deliverables are as follows:
- Workplan for the Consultancy;
- A training module which will aim to standardize the approach to strategic planning for application in the BARMM Government as well as enhance the capacities of DAB trainers who will be responsible for the effective delivery of the module. The module should reflect the BARMM context and DAB’s position as the official training institution where possible;
- Training of trainers including trainers from DAB as well as planning officers from MPOS, BYC, BWC and OOBC;
- Strategic Plan Activity Reports to be aligned with BDP2 and BDIP (MPOS, BYC, BWC and OOBC);
- Final Report to include Issues/Challenges, Lessons Learnt and Recommendations
Key modalities for the activities will be as follows:
- Zoom meeting/s for NKE and trainers to discuss the strategic planning training module and receive and feedback;
- Workshop for training of trainers (TOT) in the training module; and
- Four x three (3) day Workshops for each of the respective agencies (MPOS, BWC, BYC and OOBC).
Requirements
General qualification and skills
- Advanced degree in management, HRM, leadership or related fields;
- Experience in conducting strategic planning exercises or other relevant planning exercises;
- Experience in working with governments and institutions;
- Demonstrated flexibility, adaptability and understanding in taking on consultancy for development projects.
- Understanding of development issues in Bangsamoro an asset;
- Fluency in spoken and written English including excellent report writing skills.
General professional experience - At least 5 years of experience in facilitating strategic planning, capacity building, including training;
- Experience in the development of training modules; and
- Experience in the training of trainers.
Specific professional experience - Excellent knowledge of BARMM administration and experience in the conduct of strategic planning with the BARMM government preferred;
- Experience working with the Development Academy of Bangsamoro (DAB) strongly preferred; and
- Experience in implementing EU projects will be an asset but not required on this assignment.
Additional information
The assignment will be conducted at home and in various venues where the write shops and workshops will be conducted. The assignment will indicatively start in December and commence and could extend until July 2024. In total, there shall be 30 working days needed for this assignment and will be broken down as follows:
- Development of Strategic Planning Module – 5 days
- Meetings with Trainers re: Module – 2 days
- Training of Trainers - 5 days
- Strategic Plan Reviews – 4 days each x 4 reviews (includes 1 day for Activity Report writeup) - 16 days
- Final Report – 2 days
