The signing in July 2018 by the President of the Philippines of RA No. 11054, otherwise known as "Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao” (BOL) constituted a major step for the Peace Process in Mindanao - as it established the autonomous political entity known as the Bangsamoro Autonomous Region replacing the Autonomous Region in Muslim Mindanao (ARMM). The legislation was ratified by both the national Senate and the House of Representatives on July 23 and 24, 2018 respectively. The capacity of the executive and legislative branches of the BTA to implement the transition according to BOL’s provisions is one of the most critical issue for peace consolidation in Mindanao, being the cornerstone of the Bangsamoro self-governance and self-determination. The challenge is enormous in such a short time frame, further exacerbated by COVID-19 pandemic, foremost of which is the enactment of the BARMM core legal framework, establishment and capacity building of transitional political institutions as well as development and undertaking of key transitional policies. The EU is to support the transition through SUBATRA programme signed in July 2020 with the Government of the Republic of the Philippines for a period of 5 years. The purpose of SUBATRA is to contribute to a smooth and timely undertaking of the transition through capacity building of the 3 branches of the Bangsamoro Autonomous Government, as follows;
- Capacity of the BTA’s executive branch superstructure to impulse and coordinate key transitional policies and capacity of Governance line ministries to deliver basic services (output 1)
- Capacity of the Parliament to exercise its law making, oversight functions and representation functions (output 2),
- Capacity of the Justice System to adjudicate litigations and improve access to justice (output 3) and,
- Capacity of the civil society to contribute to a peaceful transition (output 4).
Job description
General Objective of the Mission
The overall objective of the assignment is to enhance the OCM PFM functioning and service delivery though the development of an improved and streamlined OCM Budget Management Guideline
Specific objective of the mission
- Assess OCM FMS Budget management existing procedures and tools
- Develop the OCM FMS policy Budget management guidelines.
- Train through coaching and mentoring the FMS and other concerned OCM offices for a proper implementation of the new guidelines.
Main tasks and responsibilitiesThe main role of the consultant is to assist the Bangsamoro Government through the Finance Management Service Budget Office in putting in place a more streamlined and responsive budget operations systems and processes. In particular, the consultant will take the lead in the conduct of the following:
- Through consultative and participatory processes, collaborate and coordinate with the concerned offices in FMS in the assessment of the current OCM FMS Budget management existing procedures and tools:
- And from which, take the lead in the drafting of the OCM FMS policy budget management guidelines taking into consideration existing relevant laws and legal issuances, documented good practices and experience of other government offices that are can be applied to the BARMM.
- Training through coaching and mentoring the FMS and other concerned OCM offices for proper understanding of the legal basis, basic protocols and processes as foundation for precise implementation and carrying out of the new guidelines.
Requirements
General qualification and skills
- Advanced university degree in Public Finance, Accounting, Law, Management or related fields;
- Demonstrated flexibility, adaptability and understanding in taking on consultancy for development projects;
- Fluency in spoken and written English including excelling drafting skills, particularly in being able to write documents, such as reports or manuals.
General professional experience - 10 years of experience in teaching, research or advise in public finance management;
- Previous experience in budget management public or private institutions is an asset;
- Experience in workshop facilitation, technical writing, computer literate, conflict-sensitive development planning, public policy.
Specific professional experience - 10 years of experience in Budget Management in the Philippine government
- Basic understanding of the workings and nature of Bangsamoro Autonomous Region in Muslim Mindanao.
Additional information
This assignment will be based in Cotabato City, Philippines, with the possibility to perform part of the tasks remotely.
The total amount of workdays for this assignment is 35.
