Early childhood Development (ECD) Expert

Position

Early childhood Development (ECD) expert, Cat. II (>6 years of experience), 400 working days.

Project description

The objective of the technical assistance is to strengthen the capacity of MoEAC and the MGEPESW to effectively plan, implement and monitor the ECD reform contract, through increased inter-institutional coordination, ECD/PPE system strengthening and increased delivery capacity.

Job description

The ECD expert will be responsible for improving the technical capacities of the Ministry of Gender Equality, Poverty Eradication & Social Welfare (MGEPESW) and the Ministry of Education, Arts & Culture (MoEAC) in the field of ECD and Pre Primary Education (PPE), including capacity for sector coordination and data management, capacity in ECD and PPE awareness and advocacy, Workforce development, quality teaching and care in ECD and PPE, transfer of ECD functions from the MGEPESW to MoEAC; in collaboration with UNICEF/WFP and their Contribution Agreement with the EU. He/she will follow the implementation of the sector policy conditions related to the budget support component.

Requirements

Qualifications and skills required:

  • Completed university studies of at least 3 years, attested by a diploma, in Education or related areas. In its absence 5 years of equivalent professional experience.
General professional experience:
  • Minimum of six years experience of working in the public sector for government, international organizations or technical assistance for projects in the field of Education with knowledge and experience in the areas of early childhood development.
Specific professional experience:
  • Minimum of six years experience of working in early childhood development and pre-primary education areas is required;
  • Experience in projects funded by multilateral or bilateral development partners is a requirement;
  • Experience in Sub-Saharan Africa or in Namibia will be an advantage;
  • Experience in EU funded budget support programmes will be an advantage.
Language skills:
  • Fluency in English
