Project description

This EU-funded project aims to strengthen and expand the SB4U Platform, a flagship public-private dialogue and economic cooperation mechanism between the European Union and Uganda. The overall objective is to promote inclusive, sustainable, and green trade and investment between the two markets.

The Key Expert 2 will support together with the Team leader the operational management of the Platform, including the establishment of a European Chamber of Commerce (or similar structure), facilitation of business-to-business (B2B) and business-to-government (B2G) engagements, and delivery of direct services to companies such as export support, investment facilitation, and policy advocacy. The project contributes to Uganda’s private sector development and investment climate reform, aligned with the EU’s Global Gateway strategy and Team Europe initiatives. It fosters deeper collaboration between Ugandan and EU private sector actors and promotes green and decent job creation.

Duration: 36 months
Location: Kampala, Uganda (nationwide coverage)

Job description

He/She will assist the Team Leader in:

- providing information, guidance and support in all relevant fields that foreign investors are interested in;
- supporting the organisation of Trade and Investment events, EU-Uganda Trade and Investment missions; 
- identifying potential EU investors and promote opportunities in Uganda;
- contributing to the structuring of the locally based European private sector;
- availing expertise to companies on export/import and investment facilitation, e.g. through export guides, due diligence and market intelligence services; -identifying commercial opportunities in the European and Ugandan market and disseminating the collected information;
- providing resourceful information on the European-Ugandan business environment;
- identifying and developing proposals for relevant activities, including in terms of the identification of consultants;
- coordinating the working groups;
- conduct/supervise the research and drafting of background papers, policy notes, etc. on issues identified by working groups/entrepreneurs, and elaborate on their policy proposals - subject to the critical analysis of these proposals, in line with the objectives of this contract;
- conduct economic analysis of reform proposals as needed;
- provide technical support to private sector participants on economic and policy analysis; 
- maintain links with the EU and Ugandan private sector, with policy specialists in government institutions; and within the international community to ensure the viability of the proposed reforms; 
- any other PPD related activities.

Requirements

Qualifications and skills

1. Master in Political Science, Public Policy, Law, Economics, Business Administration, or
directly related discipline, or bachelor in the same field plus four years of relevant
professional experience.
2. Excellent written/oral presentation and facilitation skills.
3. Strong analytical skills and computer literacy.

General professional experience
1. At least 8 years Full Time Equivalent (FTE) of relevant working experience either in private
sector development and/or trade and investment promotion.
2. Experience in working with and facilitating private-public collaboration and dialogue would
be a strong asset.
3. Experience in working on EU-funded projects/programmes would be an asset.

Specific professional experience
1. Experience in coordinating/managing trade, investment and private sector developmentrelated
events.
2. Extensive relevant working experience in conducting research, studies and policy-oriented
analysis.
3. In-depth knowledge and understanding of the Ugandan economic trade and investment
policies and relations, of the Ugandan private sector and business communities.
4. In-depth knowledge and understanding of the European business community would be an
asset.
5. Experience working on EU- funded projects/programmes/facilities aiming at supporting the
implementation of EU trade/cooperation/investment agreements or roadmaps would be an asset.
