This opportunity is still at prequalification stage, so the following information is indicative. The dates given are also estimates based on the deadlines and duration of procedures typically set by the EU Contracting Authorities (Please note that the Terms of Reference are not available until the tender stage).

The objective of the contract is to provide on-demand capacity building and technical assistance to strengthen the European Union’s partnership with Bangladesh. The contractor will support the European Union (EU) Delegation in planning, implementing, and reviewing actions under the Multi-annual Indicative Programme (MIP) 2021–2027, and its succeeding instrument, while remaining flexible to respond to emerging needs from political dialogue.

Job description

Duty station/modality: Dhaka/homebased
Core function: Overall project coordination; overall and daily management of the project team; main interlocutor with the EU Delegation and stakeholders; ensures timeliness and quality of deliverables
Key responsibilities: Lead planning and coordination of support measures and deliverables; Provide strategic inputs across sectors supported by the TA;  Ensure quality control of outputs, responsiveness to EUD decision-making needs, and smooth coordination across EUD sections/stakeholders.

Qualifications & skills

  • Master’s degree in relevant field (e.g., Public Administration, Political Sciences, Economics, International Development, International Relations, Law, or similar)
  • English C2 (oral and written)
General experience
  • 10 years of general professional experience in international development cooperation, programme management, institutional support, or related areas.
Specific experience
  • At least 5 years of specific experience in EU project/programme management, including planning, identification/formulation of activities, budgeting, implementation oversight, and monitoring.
  • At least 5 years as Team Leader / project coordinator on international development cooperation assignments or demand-driven technical assistance facilities.
  • Proven experience in producing high-quality analytical and operational outputs such as project formulation documents, studies, policy briefs, evaluations, ToR, or similar.
Desirable assets
  • Previous experience with EU development cooperation procedures, policy dialogue, Team Europe, Global Gateway, and coordination with public institutions, civil society, and development partners
  • Prior experience in Bangladesh or South Asia
