The Evaluation Management Services (EMS) was a service contract which consisted in the implementation of strategic level and policy evaluations, meta-evaluations and syntheses of centralized and decentralized evaluations for the Ministry for Foreign Affairs of Finland (MFA). It corresponded to a new commissioning model that is based on evaluation services commissioned to one service provider rather than outsourcing the implementation of each evaluation as a single assignment. The purpose of this assignment was to increase the quality of outsourced evaluations and also to increase flexibility, efficiency and effectiveness of the Ministry for Foreign Affairs (MFA) of Finland in planning and commissioning evaluations. In addition to a number of decentralised evaluations from various geographical units, all MFA centralised evaluations were prepared and implemented through the EMS.

This evaluation focussed on the priority area 2 of Finnish development policy, "Economy and Jobs", which aims to reinforce economies in developing countries to increase job creation, livelihoods and wellbeing. The evaluation assessed to what extent the objectives of the priority area on Economy and Jobs have been achieved, what the MFA can learn from its peer organizations and how to further develop its effectiveness.

This project is part of wider EU public diplomacy and outreach activities towards audiences in Russia and it complements other cooperation programmes of the EU and its member states in Russia.
The overall objective of this action is to support the achievement of the EU’s policy objectives through public diplomacy activities that engage meaningfully with targeted audiences and stakeholders in order to build trust and mutual understanding

The overall objective of the Project/Financing Agreement was to contribute to sustainable inclusive growth and poverty reduction in Sierra Leone, as outlined in the National Agenda for Prosperity, through effective delivery of EU cooperation in line with Paris Declaration, the Accra Agenda and the EU’s commitments to the Busan New Deal.
The specific purpose of this contract was to strengthen the capacity of the National Authorising Officer Office (NAO Office) to efficiently execute its mandate as stated in the Cotonou Partnership Agreement.

• a comprehensive and independent analysis of the performance of the Sustainable Solutions for the Most Vulnerable Host Populations, Refugees and Migrants in Djibouti action, with particular attention to its intermediate results, in comparison with the expected objectives, and the reasons supporting these results;
• lessons learned, conclusions and associated recommendations, so as to improve, where appropriate, the implementation of the action and potential future interventions.

The overall objective of this programme was to contribute to the strengthening of the peace and recovery process in Côte d'Ivoire with a view to improving and promoting good governance. Situated at the crossroads of the main cross-cutting issues contained in the European Consensus on Development, the GAP supports the strengthening of governance in Côte d'Ivoire through 3 main components.

The Somalia Investment Climate Reform Program (the Project), which was implemented by the Equitable Finance and Innovation (EFI) VPU of the World Bank Group (WBG) sought to catalyze investment and enhance private sector-led economic growth and competitiveness through targeted investment climate reforms in Somalia.
This has been achieved through the implementation of economy-wide and selected sector-specific investment related reforms in Somalia. In order to: i) ensure a seamless transition from the just concluded first phase to second phase program, ii) sustain implementation of ongoing reforms (initiated under SICRP1); and iii) effectively kick start reform activities proposed under the new projects, to provide onsite support (in Mogadishu and Hargeisa) for the reforms and to build government capacity in Somalia throughout the first year of project implementation (July 2019 - June 2020). The project team has implemented measures geared towards providing longer-term on the ground support, capacity building, technical advice, and reform facilitation to the client.

The overall objective of the campaign is to consolidate the EU’s image as the main partner for Djiboutians, focussing on the values of the EU, in particular the promotion of women's rights and sustainable development resulting in job creation.
