The objective of the assignment was to produce a meta-analysis which highlights the key trends observed in evaluation reports published by EVA-11. The report fed into an annual report requested by the Finnish Parliament.
The following issues were analysed:

- Key findings summarised by trend/theme
- Main conclusions by trend/theme
- Main recommendations
- Evaluation challenges
