Final evaluation of Strengthening Capability for Integrated Border Management in Lebanon - Phase III (IBM III Lebanon)
The evaluation of the EU-funded intervention "Strengthening Capability for Integrated Border Management in Lebanon – Phase III" aimed to provide an independent and systematic assessment of its performance against the expected objectives and results. It evaluated the intervention’s relevance, coherence, efficiency, effectiveness, sustainability, and impact, while considering the added value provided by the EU. Particular focus was placed on understanding the factors that influenced progress, including the evolving political and economic challenges in Lebanon—most notably the economic crisis. The evaluation also examined the integration of gender equality, women’s empowerment, environmental and climate considerations, and adherence to the Human Rights-Based Approach and the principle of Leave No One Behind. The findings were intended to inform decision-making for future programming, ensuring accountability and optimising the intervention's potential impact.
