The overall objective (Impact) to which this action contributes to is to strengthen civic resilience
and grassroots democracy in the Eastern Partnership.
The specific objective (Outcome) of this contract is to improve the quality and effectiveness of EU
support to civil society through continuous monitoring and analysis of EU-funded civil society
projects.

The evaluation aims to provide objective insights to enhance accountability, learning, and decision-making for 12 projects under the ICI Asia programme in Central Asia (Uzbekistan, Tajikistan, Kyrgyzstan), Vietnam, Nepal, and Indonesia. It will assess these projects using the OECD DAC criteria—focusing on effectiveness, impact, and sustainability—while conducting in-depth reviews of selected projects representing key Finnish institutions. The evaluation will identify lessons learned to improve future cooperation and contribute to a broader assessment of Finland’s development cooperation instrument. It will also explore the efficiency of MFA and ICI consultant support, examine the sustainability and impact of capacity-building efforts, and address policy considerations such as leveraging market opportunities for Finnish actors, accessing alternative funding sources, and fostering linkages with Finnish institutions like universities and CSOs. Combining summative and formative approaches, it will provide actionable recommendations to enhance current and future programme implementation.

The objective of this project is to increase the visibility of the European Union's State Building Contract (SBC-II) programme on the reforms undertaken by the Haitian State and ensuring strong participation and involvement of the legislative power and civil society in the reform process.

The overall objective of the TA for Support to Bangsamoro Transition (SUBATRA) is to contribute to a peaceful, cohesive, secure and inclusively developed Bangsamoro.
The specific objective is the establishment of an enabling democratic governance environment for a smooth
implementation of the transition in Bangsamoro.

The objective of the monitoring and communication Assignment is to support the Danish Embassy in Addis Ababa in
(a) establishing and facilitating a functioning monitoring and risk management system for the Country Programme and other development engagements that will help improve programme effectiveness, facilitate learning and ensure informed decisionmaking by the Embassy and its partners, and maximise transparency and accountability regarding the development of the programme;
(b) communicating to both the Ethiopian and Danish general public and certain specific target groups relevant achievements and results obtained by the Country Programme and other partnerships in the Embassy’s country portfolio.

Support signatory municipalities to develop and implement sustainable economic, energy and climate actions

The project objetive is to enhance the visibility, public diplomacy, and outreach of EU actions in Chile. Implemented over a 30-month period, the contract is designed to communicate the EU’s values and cooperation priorities in the country, particularly in the areas of governance and human rights, sustainable and green growth, and digitalisation, education, and innovation.

The purpose of this contract is to support the work of the EUD in enhancing the capacity of CSOs working in Rwanda to act as actors of development.
The specific objective of this contract is to implement a set of actions to support, among others, information sessions on calls for proposals, meetings with CSOs, mapping of CSOs, consultations, outreach and awareness raising activities, studies, seminars, trainings, publications, visibility of projects, exchanges of best practices, as well as enhancing the visibility of the in Civil Society –Human Rights instruments and impact.

The monitoring and evaluation technical services to be mobilized under the present multi-sector action aim to continue assessing the extent to which the strategic objectives of the EUTF are being achieved. The contract builds on the existing Monitoring and Evaluation (hereafter M&E) system put in place by the Fund in December 2016 and serves to complement the regular M&E activities carried out by the EUTF operational team at headquarters as well as the internal monitoring conducted by EUTF local officers, at country level.
In particular, the contract serves:
I. To provide evidence-based knowledge on progresses achieved by EU Trust Fund in Response to the Syrian Crisis (EUTF Syria) financed projects, and to inform on their management, through regular and ad-hoc Results Oriented Monitoring (ROM);
II. To measure the effectiveness of EUTF actions, through centralized data collection and analysis, based on disaggregated quarterly Results Reporting;
III. To evaluate the sustainability, efficiency and effectiveness of EUTF-funded programmes at thematic and geographic level and to assess potential prospects of impact, through portfolio evaluations.

This evaluation has two overarching objectives. Firstly, it aims to enhance the quality, relevance, and effectiveness of the EU’s partnership with the Republic of Mozambique. Secondly, it seeks to identify key lessons and produce recommendations to inform responsible decision-makers, particularly in the European External Action Service and the Directorate-General for International Partnerships, on how to improve the EU’s current and future strategies, programmes, and actions.
