The overall objective (Impact) of this contract is to position the EU as a strategic and reliable partner of Tanzania among key target audiences to which this action contributes.

The TPM aims to enhance quality assurance and improve learning and results for projects over the three areas of the international cooperation engagement, being i) economic recovery, ii) public sector service support and reform, as well as iii) protection of civilians.
Main services include input and output level monitoring assignments, the creation of monitoring reports, the execution of partner risk assessments, reviews of procurement processes of Swiss implementing partners and regular briefings and meetings with the Swiss Cooperation Office in Kyiv.

The project aims to enhance the role of civil society organizations (CSOs) in Sri Lanka, fostering their capacity to contribute to democratic governance and sustainable development. The TA will provide support to establish a structured dialogue between CSOs, EU, and Sri Lankan authorities. The focus will be on empowering grassroots organizations, women, youth associations, and persons with disabilities to engage with public authorities. The project will include mapping of CSOs, monitoring of civic space, and strengthening partnerships through consultations and dialogue platforms. The ultimate goal is to improve public service delivery and create a conducive environment for inclusive development.

The overall objective (Impact) to which this action contributes is to reinforce the positive perception of the EU among Georgian citizens and support their European aspirations. This is to be done by ensuring that they are well informed about the EU, its values, and the benefits of the relationship between the EU and the people of Georgia, and of closer integration with the EU.
The specific objectives (Outcomes) of this contract are as follows:

• Outcome 1: The EU’s voice is recognised as credible and trustworthy by different segments of the Georgian population.
• Outcome 2: Disinformation campaigns targeting the EU in Georgia have a reduced impact on public perception.

Under lot 16 – Evaluation at intervention level Framework Contractors support the European Commission services (HQ and EUDs) in carrying out external and evidence-based evaluations of EU external action in partner countries and regions worldwide, and globally.

The overall objective (Impact) to which this action contributes is to support Ukraine in its EU membership path and further alignment with the provisions of Chapter 27 of the EU acquis on environment while strengthening country's resilience and capacity to respond to the impacts generated by Russia's war of aggression.

The overall objective of this intervention is to contribute to evidence-based design and implementation, as well as visibility and accountability of programmes and policymaking aimed at facilitating orderly, safe, regular, and responsible migration and mobility in the Neighbourhood South.
The specific objectives of this contract are as follows:

• Specific Objective 1: The Neighbourhood South Migration programmes’ management team benefits from an efficient and continuously improved Monitoring and Learning System (MLS), monitoring and reporting on the progresses of Migration related initiatives in the Neighbourhood South.
• Specific Objective 2: The Neighbourhood South Migration programmes’ management team benefits from a learning and communication strategy, generating evidence-based knowledge to inform policymaking and future programming in the region.

Overall Objective
The overall objective of the project of which this contract will be a part is as follows: To work with the European Union Delegation in supporting its activities in and with South Africa, including partners such as the Government of South Africa, civil society and the private sector to support objectives outlined in the country’s National Development Plan, the implementation of the EU-SA MIP 2021-2027, Global Gateway and other mutual relevant priorities between South Africa, the European Union and its Member States.
Specific Objective
To establish a Programme Management Unit (PMU) composed of a Team Leader, for the duration of the contract. The PMU will pursue the overall and specific objectives directly and through the deployment of short-term experts to provide technical support for the development, design implementation and monitoring of the Delegation’s projects, programmes, ambitions and activities. The PMU shall do so through a needs-based approach, flexible in order to capture the Delegation’s evolving needs as they arise within the scope of the deliverables outlined in this TOR.
