Djibouti

The aim is to reinforce the positive perception of the EU beyond its status as the largest donor (in donations), but also as a trusted partner with its partner countries. To achieve this, the DUE wishes to establish a new narrative of the EU in Djibouti as a key player in development and a long-term partner. With the paradigm shift brought about by the arrival of Global Gateway, the way the EU interacts with partner countries has changed. GG has made available innovative financing tools and opportunities, including EFDS+ guarantees. These elements will need to be translated into the new C&V strategy.

Specific objective(s)

1. To increase awareness and understanding of the positive impact of the EU and its member states among young people and other audiences with little knowledge of EU action, particularly in relation to the Global Gateway priorities in Djibouti.

2. Reinforce the visibility of the EU as a key and trusted partner in Djibouti among political decision-makers, the private sector, development players and civil society, by promoting the EU's fundamental values such as human dignity and human rights.

3. Develop and consolidate networks with the media, influencers and opinion leaders to improve the perception of the EU, with a particular focus on young people (15-30) and women to raise awareness of Global Gateway initiatives in Djibouti.

Cross-cutting objectives that should be reflected in C&V messages and activities:

1. Human rights

2. Gender equality

3. Environmental protection and promotion of sustainable, inclusive development

The general aim of the action is to support the European Union Delegation in Djibouti in its support for Djiboutian civil society in terms of political advocacy and capacity building.

The specific objectives are:

1. Support to the European Union Delegation in Djibouti for civil society support programmes;

2. Adoption of the legal and institutional framework governing CSOs;

3. Supervision of CSO projects.

The Program to Support Women's Empowerment and the Protection of Women's and Girls' Rights (FEMFI) is a key initiative aimed at reducing gender disparity by supporting the implementation of policies of the Ministry of Women and Family (MFF).

The objective of this evaluation is to provide the relevant Commission services and key program stakeholders with an overall and independent analysis of the performance of the action, and to draw lessons, to formulate conclusions. and recommendations for future interventions to support Djiboutian women and girls. The main users of this evaluation include the EU Delegation to Djibouti, the MFF, and the relevant Djiboutian authorities.

The evaluation adopts a methodological approach based on the Theory of Change (ToC). This allows for the identification of: i) the plausible cause-and-effect relationships between the support provided and the observed results and impacts, and ii) the factors generating or hindering the targeted progress. This methodology promotes learning, informs decision-making, and improves future performance while providing the necessary evidence for accountability.

The purpose of this evaluation was to assess the strategies and programmes of the African Development Bank (AfDB) in Djibouti and Mauritania. Its specific objectives were to take stock of the results achieved by the AfDB in Djibouti and Mauritania, to put them into perspective in relation to the resources deployed, and finally to identify lessons learned that could help the AfDB improve the effectiveness of its cooperation in these two countries. In line with the BDEV guidelines, the evaluation determined the relevance of the strategies and programmes adopted by the AfDB and set out in the CSPs, as well as their effectiveness, sustainability, efficiency and contribution to achieving the development objectives of each of the two countries concerned for the period 2011-2020.

The evaluation took place in a difficult political, economic and social context in both countries, marked by the effects of the COVID-19 pandemic. Indeed, the economic and social impact of the pandemic had a negative influence on the implementation of development actions supported by the AfDB, if only because of the response put in place by governments, in particular travel restrictions.

The main objectives of this evaluation were to provide the relevant EU services, interested stakeholders and the Horn of Africa Trust Fund (HLTF) Monitoring and Lessons Learned System (including to illustrate through operational examples the mid-term evaluation of the UTF instrument) with the following information

• a comprehensive and independent analysis of the performance of the Sustainable Solutions for the Most Vulnerable Host Populations, Refugees and Migrants in Djibouti action, with particular attention to its intermediate results, in comparison with the expected objectives, and the reasons supporting these results;
• lessons learned, conclusions and associated recommendations, so as to improve, where appropriate, the implementation of the action and potential future interventions.

The evaluation analysed the action according to the five DAC evaluation criteria, namely: relevance, effectiveness, efficiency, sustainability and impact prospects. In addition, the evaluation followed two specific EU evaluation criteria:

• EU added value (insofar as the action brings additional benefits to those that would have resulted from member states' intervention alone};
• the coherence of the action itself with the EU strategy in Djibouti and under the EU Emergency Trust Fund, Horn of Africa window, with other EU policies and with other actions of member states and donors involved in the sector.

The evaluation team furthermore checked whether gender, environment and climate change issues have been incorporated; whether important SDGs and their interactions have been identified; whether the principle of "Leave No-One Behind", (see https://www.un.org/africarenewal/fr/magazine/avril-

2016/odd-don't-leave-none-behind) and a rights-based approach were taken into account in the identification/formulation of documents and to what extent these were reflected in the implementation, governance and monitoring of the action.
