The project "Strengthening Public Financial Management in Viet Nam" (SPFM-Project) is jointly co-financed by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung, BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH as part of the "Programme Macroeconomic Reforms/Environmentally and Socially Responsible Growth."
The SPFM-Project is scheduled from 01.10.2022 to 30.09.2026 (48 months) and comprises of three specific objectives clustered into the following result areas:
- State budget management and revenue forecasting is improved
- Management of public debt is enhanced
- Tax environment and revenue mobilization is enhanced
To achieve these objectives, GIZ engages partners at the central and sub-national level to
strengthen public financial management through improving the quality of medium-term budget planning, increasing fiscal transparency, strengthening risk management systems for public debt management, as well as increasing revenue potential and economic efficiency of tax policy.
The ultimate beneficiaries of the Project are the citizens of Viet Nam who will benefit from
more efficient, effective, equitable, and transparent mobilization and allocation of public funds at national and sub-national levels.
The services will be delivered through a
pool of national and international short-term experts in form of technical and administrative services related to the key result areas of the Project
(State budget management and revenue forecasting, public debt management and tax environment and revenue mobilization) as well as cross-cutting areas such as process management, organisational development, human capacity development, digitalisation and gender mainstreaming/gender-responsive budgeting.
A
national pool manager based in Ha Noi will be responsible for the management of the pools of experts:
- International Expert Pool with 3 international experts in State Budget Management and Revenue Forecasting
- International Expert Pool with 3 international experts in Debt Management
- International Expert Pool with 3 international experts in Tax Environment and Revenue Mobilization
- International Expert Pool with 2 international experts in Green Fiscal Policy
- International Expert Pool with 2 international experts in Training/Capacity Development
- National Expert Pool with 3 national experts in State Budget Management and Revenue Forecasting
- National Expert Pool with 3 national experts in Debt Management
- National Expert Pool with 3 national experts in Tax Environment and Revenue Mobilization
- National Expert Pool with 2 national experts in Information System
Description de poste
National Expert Pool in State Budget Management and Revenue Forecasting
- Provision of advisory in the fields mentioned under specific experience
- Preparation and implementation of in-country missions
- Design and delivery of capacity development measures
- Reporting on activities
Conditions requises
- Master’s degree in public finance, economics, law, social, political sciences and administrative sciences or related fields
- Knowledge of English, C1
- 10 years of professional experience in state budget management
- 5 years of professional experience in the field of medium-term budget planning/budget management at national and sub-national level and/or
- 5 years of professional experience in the field of budget transparency and/or
- 5 years of professional experience in the field of Revenue Forecasting
- Work experience in Southeast Asia (region)
- 5 years of experience working on DC projects
