The eGovernment Benchmark 2026 study, funded by the European Commission, supports the Digital Decade Policy Programme by assessing the digitalisation of public services across the EU Member States. The study feeds into the Digital Economy and Society Index (DESI) and monitors progress towards key 2030 digitalisation targets.

Description de poste

We are recruiting junior experts in all EU Member States to serve as Mystery Shoppers. The role involves simulating the user journey of citizens and businesses interacting with public administrations. Tasks include:

  • Assessing government websites using a predefined questionnaire.
  • Simulating interactions and service completion.
  • Collecting and generating quantitative data.
  • Reporting on their online “shopping” experience.

Conditions requises

  • Bachelor’s degree in a related field (public administration, social sciences, ICT, research methods, etc.).
  • Minimum 2 years of experience in data collection and analysis, social research methodology and methods including quantitative techniques such as surveys, or qualitative research approaches.
  • Familiarity with eGovernment and online public services, modernization and innovation in public administrations, impact of ICT on administrations and citizens, or related fields.
  • Fluent in English and the national language of the assigned EU Member State.
  • Strong attention to detail, analytical, good communication and reporting skills.

This call for experts is open only to EU nationals, with access to national electronic identification means (eID).
The final selection is subject to contract award.
Only pre-selected candidates will be contacted.
We aim to recruit two Mystery Shoppers per EU Member State.
