The purpose of SUBATRA is to contribute to a smooth and timely undertaking of the transition through capacity building of the 3 branches of the Bangsamoro Government to promote an enabling good governance environment with a focus placed on capacities that are critical for a sound functioning of interim institutions, more specifically on the;
- capacity of the BTA’s executive branch superstructure to impulse and coordinate key transitional policies and capacity of Governance line ministries to deliver basic services (output 1)
- capacity of the Parliament to exercise its law making, oversight functions and representation functions (output 2),
- capacity of the Justice System to adjudicate litigations and improve access to justice (output 3) and,
- capacity of the civil society to contribute to a peaceful transition (output 4).
This request mainly supports the achievement of output 1 Component on
Capacity of the administrative machinery, especially key governance ministries, to implement policies and deliver basic social services particularly Sub-result 1.8

Objective
The primary objective of this consultancy is to develop a definitive MOO that systematically documents the standard processes, procedures, and workflows governing the technical operations and services of the BPDA. Specific objectives include:
- The clear definition and documentation of division-specific technical processes corresponding to the BPDA's organizational structure.
- The thorough outlining of sectoral processes involving BPDA, emphasizing its technical coordination and assistance functions; and,
- The detailed articulation of the processes and responsibilities incumbent upon BPDA in its capacity as the technical secretariat for the BEDC and its associated committees.
The Consultant shall undertake the development of the MOO, ensuring comprehensive coverage of the following technical domains. It is emphasized that this Manual will focus exclusively on the technical functions and processes of BPDA. The MOO will contain the following pertinent sections and information:
- An introductory section shall establish the context, detailing BPDA's legal foundation, official mandate, organizational vision, mission, and core values as they relate to its technical functions.
- A detailed explanation of the BPDA's organizational structure is required, describing the specific technical functions and interrelations of its constituent Bureaus and Divisions involved in planning, programming, research, and monitoring, as depicted in the official organizational chart.
- The core technical functional and sectoral processes specific to each operational division or a group of divisions must be documented. This includes the procedures followed by the Planning and Policies Development Program for plan formulation, policy coordination, and advisory services; the Investment Programming Program's methodologies for investment program formulation, project review, appraisal, and evaluation; the Research and Development and Knowledge Management Program's protocols for research evaluation, knowledge product generation, information management, and technical assistance; and the Monitoring and Evaluation Program's systems for tracking and assessing plans, policies, programs, and projects, including those funded by Official Development Assistance and national sources, and etc.
- Sectoral and cross-cutting technical processes necessitate clear documentation. This involves outlining the technical coordination mechanisms between BPDA and other Bangsamoro Government ministries, agencies, local government units, development partners, and other relevant mechanisms. Procedures governing the provision of technical assistance and the technical coordination of various regional, national, and foreign-assisted programs and projects must be specified.
- A dedicated section on specific functions and procedures related to BPDA's role as the technical secretariat for the BEDC. This requires outlining protocols for meeting management, documentation standards, inter-agency technical coordination, and the provision of technical advisory support pertinent to the Council's mandate.
- Finally, relevant annexes containing essential technical templates, standardized forms relevant to technical processes, process flowcharts (if necessary), and key directories should supplement the main body of the Manual.
Conditions requises
General qualification and skills
- University Degree, preferably in public administration, Development, Economics, Law, Social sciences or related fields
- Excellent writing and lay-outing skills
- Demonstrated flexibility, adaptability and understanding in taking on consultancy for development projects; and
- Fluency in spoken and written English including excellent report writing skills.
- Knowledge of the local dialect is an asset
General professional experience - At least 10 years of experience in leading a regional government office, project management, organizational development, human resource development and management, and development of business process;
- Experience in capacity building, training and mentoring, including development of training modules; and
- Experience in technical writing and computer literate.
Specific professional experience - Knowledge of local/regional government issues including local administration, financial administration, legislative processes and development issues especially in the Bangsamoro region.
- Experience in developing manuals, TORs, IRPs, development plans, guidelines, and organizational reforms
- Knowledge of the Bangsamoro region, current situation and peace process
- Direct experience working with the BARMM government is required; and
- Experience implementing EU projects will be an asset
