The purpose of SUBATRA is to contribute to a smooth and timely undertaking of the transition through capacity building of the 3 branches of the Bangsamoro Government to promote an enabling good governance environment with a focus placed on capacities that are critical for a sound functioning of interim institutions, more specifically on the;
- capacity of the BTA’s executive branch superstructure to impulse and coordinate key transitional policies and capacity of Governance line ministries to deliver basic services (output 1)
- capacity of the Parliament to exercise its law making, oversight functions and representation functions (output 2),
- capacity of the Justice System to adjudicate litigations and improve access to justice (output 3) and,
- capacity of the civil society to contribute to a peaceful transition (output 4).
This request mainly supports the achievement of output 1 Component on
Capacity of the administrative machinery, especially key governance ministries, to implement policies and deliver basic social services particularly Sub-result 1.8
Enhanced capacity of the Bangsamoro Development and Planning Authority (BPDA).
Description de poste
The primary objectives of this consultancy are for selected BPDA participants to:
- identify and define each economic forecasting technique and its applicability for policy formulation appropriate to regional development priorities;
- interpret and analyze data from research outputs and use this analysis in regional policy formulation
- draft relevant and impactful policy development agenda based on their newly enhanced skills on integrating economic forecasts and analysis of research findings;
- explain the practical links between economic forecasting, research and policy development appropriate to the Bangsamoro context
The Consultant is expected to:
- Develop a training needs assessment tool that will assess the capacities of select BPDA staff on economic forecasting and their ability to use research outputs for developing policy agenda.
- Develop a comprehensive five-day training program/activity design on economic forecasting and policy agenda development, tailored to the BPDA staff's specific needs and in the context of the BARMM.
- Identify training materials and prepare presentations, case studies, exercises, and handouts for the training.
- Deliver engaging and interactive face-to-face training sessions in Cotabato City.
- Provide practical guidance and mentorship to participants on applying forecasting techniques and utilizing research in policy development.
- Facilitate discussions and knowledge-sharing among participants.
- Provide a post-training report summarizing the training content, methodology, participant feedback, and recommendations for future capacity building.
Conditions requises
General qualification and skills
- A postgraduate degree (Master's or Ph.D.) in Economics, Public Policy, Development Studies, or a related field.
- Demonstrated flexibility, adaptability and understanding in taking on consultancy for development projects; and
- Fluency in spoken and written English including excellent report writing skills.
- Knowledge of the local dialect is an asset
General professional experience - A minimum of ten (10) years of demonstrable experience in economic forecasting, policy analysis, and development.
- Experience in capacity building, training and mentoring, including development of training modules; and
- Proven experience in designing and delivering training programs on economic forecasting and/or policy development for government or development organizations.
Specific professional experience - Knowledge of local/regional government issues including local administration, financial administration, legislative processes and development issues especially in the Bangsamoro region.
- Strong understanding of quantitative and qualitative research methodologies and their application in policy formulation.
- Familiarity with the socio-economic context of the Philippines, particularly in BARMM and Mindanao, is highly desirable.
- Excellent communication, facilitation, and presentation skills.
- Ability to work independently and deliver high-quality outputs within the agreed timeframe.
- Experience in implementing EU projects will be an asset but not required on this assignment. the national and international level, and public communication and image building.
