The final evaluation of the project "Building adaptive capacity to climate change through food security and nutrition actions in vulnerable Afro and indigenous communities in the Colombia-Ecuador border area" (Binational Project) was commissioned by the World Food Programme (WFP) in Colombia and Ecuador. The project was financed by the Adaptation Fund (AF) and implemented from 2018 to 2024 in the two binational river basins of Mira-Mataje and Guaitara-Carchi. It sought to reduce the climate vulnerability of Indigenous Awa and Afro-descendant communities and their ecosystems (promoting food security and nutrition, gender equality, and peace building) and strengthen the capacities of the communities and regional institutions to adapt to climate change.
The evaluation covered the period from 2016 (project design) until April 2024 (six months before project closure) and served the double purpose of accountability and learning. It responded to eight main evaluation questions (which covered all AF evaluation criteria except impact), adopting a theory-based mixed methods approach. The evaluation combined conventional performance assessment (through a comprehensive review of available documents and quantitative M&E data, key informant interviews, and direct observation in the field) with appreciative inquiry workshops and indigenous storytelling in beneficiary communities. The field mission in Colombia and Ecuador lasted more than three weeks.
In addition to the evaluation report, a short video with a summary of evaluation results was produced for dissemination purposes. Both products are available at: https://www.wfp.org/publications/colombia-ecuador-evaluacion-descentralizada-del-proyecto-binacional-de-adaptacion-de

The main objectives of this evaluation were to provide the relevant services of the European Union and the interested stakeholders with:
- an overall independent assessment of the past performance of the Public Diplomacy Actions (EU Policy and Outreach Partnership in South America – Phase II and EU Policy and Outreach Partnership, Canada – Phase II), paying particular attention to its results measured against its expected objectives; and the reasons underpinning such results;
- key lessons learned, conclusions and related recommendations in order to improve current and future Actions.
In particular, this final evaluation served to understand the performance of the Actions, their enabling factors and those hampering a proper delivery of results as to inform the planning of the future EU interventions in relation to EU Policy and Outreach Partnerships (EUPOPs) and Cultural Diplomacy. To this end, this final evaluation also looked at the package of Actions as a whole.
The evaluation assessed the Actions using the five standard DAC evaluation criteria, namely: relevance, effectiveness, efficiency, sustainability and perspectives of impact. In addition, the evaluation assessed two EU specific evaluation criteria:
- The EU added value (the extent to which the Actions bring additional benefits to what would have resulted from Member States' interventions only);
- The coherence of the Actions and approach with the EU Global Strategy, the new EU priorities for 2019-2024, as well as with other EU policies and Member State Actions.
Additionally, the evaluation team performed the following tasks:
- Identified type of activities that are frequently included across EUPOP Actions and facilitate the comparison across countries by highlighting the approach, the organisation costs (fees, incidentals) and summarised the key aspects in a table.
- Summarised some best practices per type of initiative/target audience/country in a booklet format.
The evaluation team furthermore considered whether gender, environment and climate change were mainstreamed; the relevant SDGs and their interlinkages were identified, and the extent to which they have been reflected in the implementation of the Actions, their governance and monitoring.

The main purpose of this exercise is to produce an independent assessment of the past and current support of the EU in food and nutrition security, sustainable agriculture and fisheries at country, regional and global levels. The evaluation aims more specifically at:
- Informing strategic decisions on the implementation and future mid-term review of the new Multi-annual Financial Framework (MFF);
- Improving cooperation with EU partners under the new MFF and in the light of the new EU Sustainable Agri-Food Systems (SAFS) approach;
- Nurturing the design of new interventions in support of Agri-Food Systems transformations;
- Guiding choices for scaling up and replicating innovative/pilot approaches.
The evaluation covers non-spending (e.g., policy dialogue and advocacy) and spending activities funded under geographic (DCI Latin America, DCI Asia, EDF for Africa and Pacific and Caribbean) and thematic financing instruments (DCI-FOOD, DCI-ENV/DCI-GPGC, etc). The analysis considers interventions financed through other thematic budget lines such as the DCI-CSO&LA, and the Trust funds (e.g. the EU Trust Fund for Africa, Trust Fund Bêkou, Trust Fund for Colombia).
The temporal scope focuses on the MFF 2014-2020 and considers any major developments that occurred in 2021.
The geographical scope of the evaluation is essentially worldwide, but in practice will focus on 59 partner countries for which food and nutrition security or sustainable agriculture have been a priority sector in the previous MFF (2014-2020). A thorough selection of case studies identified a representative and evaluable sample of countries: Niger, Kenya, Malawi, Colombia, Haiti and Cambodia.
Following the 2020 4th Biennial Report and the 2019 EU Achievements Report, four EU priorities for addressing the challenges of food and nutrition security, as well as sustainable agriculture, are at the heart of the evaluation:
- Enhancing the resilience of the most vulnerable to food crises;
- Fostering specific nutrition outcomes;
- Increasing responsible investments in agriculture and food systems;
- Stimulating innovations for sustainable agri-food systems.

The purpose of this assignment is to collect, collate and systematically present, in the form of Evaluation Portraits and Country Evaluation Briefs, findings from existing evaluations and other documents of development interventions in five Norwegian partner countries: Colombia, Ghana, Uganda, Indonesia and Niger. The first four countries are characterised as partners “for long-term development” while Niger is characterised as a partner “for stabilisation and conflict prevention”.
The objective of this assignment is to provide accessible and relevant knowledge about Norwegian and other donors’ development efforts in Norway’s partner countries through systematising findings from existing evaluations of development interventions. The exercise emphasises learning, supplementing a growing database of systematised, relevant, context-specific and accessible information. Beyond its intrinsic value, this knowledge forms a basis for development policies and strategies, contributes to development efforts in the field and reveals knowledge gaps that could be covered by future evaluations.
The main target groups for the study are the Norwegian Ministry of Foreign Affairs, Norad and Norwegian embassies in the selected partner countries and elsewhere.
The assignment is guided by the following questions:
- What are the key contextual features characterising each of the studied case countries, and how do these contextual features affect development and/or humanitarian interventions in the respective country/-ies?
- What is the nature of the programmes and projects studied, including levels and trends of development/humanitarian support?
- What are the major findings in the assessed material concerning the goals, methods, challenges, results and sustainability of the interventions studied?
- How do the studied interventions perform in terms of such cross-cutting issues as human rights; women’s rights and gender equality; climate and environment; and anti-corruption?
- Which intended and, if any, unintended effects of the interventions, positive and negative, direct or indirect, can be identified?
