The scope of the evaluations was to carry out an analysis and assessment of the relevance, coherence, effectiveness, efficiency, sustainability and impact of the two projects to guide MFA's future involvement in the identification, formulation, design, appraisal, funding and implementation of similar but more impactful projects.

The overall objective of the assignment was to provide technical support to the EU Delegations for the implementation of the EIDHR Country Based Support Scheme (CBSS) for the period 2019-2020.

This final evaluation of the “Citizens' Empowerment in the Republic of Moldova” intervention was implemented between 28/12/2018 and 31/12/2021 with a budget of 4,900,000.00 EUR. The evaluation intended to contribute to i) accountability – by providing an assessment of the results achieved; and ii) learning – by understanding what have been the factors that made possible or created obstacles to the achievement of results and by identifying any key lessons that would lead to improved future Action in the region.
The evaluation team furthermore considered whether gender, environment and climate change were mainstreamed; the relevant SDGs and their interlinkages identified; the principle of Leave No-One Behind and the rights-based approach methodology followed in the identification/formulation documents and the extent to which they were reflected in the implementation of the Intervention, its governance and monitoring.

The objective of the technical assistance is to provide support to the Ministry of Education in implementing the Qualitative Intervention Programme (QIP) through which the concept of "Positive Behaviour Support" (PBS) is being adapted to the Tunisian context and implemented.
The programme will allow to improve the quality of school climate and discipline in beneficiary schools, both factors that are expected to have a positive impact on the performance of students.

The overall objective of this project was to enable the EU to conduct independent and objective monitoring activities of EU Priority projects implemented in various regions in Somalia funded under the EUTF and the EDF funding instruments.
Furthermore, support was provided for identification and formulation of new EU programmes/projects and identification of sector wide linkages, achievements, lessons learned, recommendations to inform future programmes.rom

The main objectives of this evaluation were to provide the relevant services of the European Union with:

• an overall independent assessment of the performance of the project ‘UN Joint Programme to strengthen urban and rural resilience and conditions for community recovery in Syria’, paying particular attention both to its results, measured against its expected objectives, and to the reasons underpinning such results;
• key lessons learned, conclusions and related recommendations in order to improve the remaining period of implementation and potential second phase as well as similar future Interventions.

The purpose of the Election Expert Mission (EEM) was to collect and analyse factual information, assess and report on the electoral process against international commitments, standards and good practice for democratic elections in line with the criteria contained in the Commission Communication on Electoral Assistance and Observation.

The main objective of the assessment was to identify the strengths, weaknesses, opportunities and threats of the management of Finnish development policy and cooperation and humanitarian assistance in view of the COVID-19 response, and to document them.
