The multi-donor (BMZ, EU, SDC) co-financed, GIZ implemented project ‘Good Financial Governance in Mozambique’ will shortly be entering its third phase as “Boa Governação Financeira III” (BGF3) starting in October 2023 and ending in September 2026. In this context, BGF3 is tendering out comprehensive work packages associated with support to external financial control, public service human resource management and capacity development.  

Three work packages are foreseen: (1) Public service capacity development in decentralised governance; (2) Supreme Audit Institution Strengthening for Improved Accountability; (3) Municipal Financial Governance and Urban Development 

Outputs are foreseen in the following areas: Municipal financial sustainability and accountability; Municipal service delivery and urban planning; Framework conditions of municipal governance; Public Service capacity development in decentralised Governance; Supreme Audit Institution Strengthening for Improved Accountability.

Description de poste

Among others, tasks include (for a more detailed overview please refer to the ToR): 

  • Strategic, technical and procedural advice on the further development and implementation of IFAPAs’ curriculum and the development of new induction and training modules to implement the ECD, including their virtual formats,
  • Strategic, technical and procedural advice to the development and implementation of a IFAPA business plan for short-term courses
  • Ensure coherent advisory approach to IFAPA and ensure thematic coordination of contractor with programme’s development worker in IFAPA Beira and Digital Ambassador
  • Coordinate the support towards strengthening of IFAPA administrative capacity needed for a training finance mechanism
  • Consulting and training of ANAMM, IFAPAs and trainers in the use of POEMA and other training Modules in the education and training of local government staff.
  • Coordinate and design institutional strengthening approaches for IFAPAs for them to offer high-quality short-term training modules incl. coordination mechanisms among IFAPA and between IFAPAs and MAEFP
  • Systematic Integration of mainstreaming topics such as gender, Leave No-one Behind, Agenda 2030 and Anti-Corruption into advisory and products.
  • Prepare annual budgets, procure all necessary material resources, manage the yearly budget, human and material resources; identify needs for short-term experts and consultants, both local and international, jointly with the counterpart, including recruiting and supervising;
  • Contribute to project progress review, monitoring of indicators, coordination, best practice documentation

For this position, up to 458 working days are foreseen.

Conditions requises

Education/training (2.4.1): Master’s degree (or equivalent after 4 to 5 years of university) in public administration, andragogy, civil engineering, law or political science; 
Language (2.4.2): Excellent command of spoken and written Portuguese (C2 in the Common European Framework of Reference for Languages) and English (C1 in the Common European Framework of Reference for Languages); 
General professional experience (2.4.3): 17 years of professional experience on issues related to decentralization, public service reform or public infrastructure of which 3 years developing of training curricula in a public service setting;  
Specific professional experience (2.4.4): 12 years of professional advisory experience working with the Mozambican public administration and government policies (e.g. poverty reduction, government structure, modes of development aid, decentralization, human resources), 4 years of which dedicated to institutional advisory on public officials’ systematic training ; 
Leadership/management experience (2.4.5): 5 years of work experience in project and personnel management and 5 years of work experience leading intercultural teams; Regional experience (2.4.6): 10 years of working experience in Mozambique;  
Development Cooperation (DC) experience (2.4.7): 10 years of work experience in development cooperation including knowledge of German development cooperation and its instruments (e.g. Capacity Works);
