The multi-donor (BMZ, EU, SDC) co-financed, GIZ implemented project ‘Good Financial Governance in Mozambique’ will shortly be entering its third phase as “Boa Governação Financeira III” (BGF3) starting in October 2023 and ending in September 2026. In this context, BGF3 is tendering out comprehensive work packages associated with support to external financial control, public service human resource management and capacity development.  

Three work packages are foreseen: (1) Public service capacity development in decentralised governance; (2) Supreme Audit Institution Strengthening for Improved Accountability; (3) Municipal Financial Governance and Urban Development 

Outputs are foreseen in the following areas: Municipal financial sustainability and accountability; Municipal service delivery and urban planning; Framework conditions of municipal governance; Public Service capacity development in decentralised Governance; Supreme Audit Institution Strengthening for Improved Accountability.

Description de poste

Among others tasks include (for a more detailed overview please refer to the ToR): 

  • Consulting of IFAPA Beira in developing and conducting existing POEMA modules and further induction and training modules in line with the ECD, including their virtual formats.
  • Provide organizational and process consulting and capacity development in order to strengthen IFAPA Beira in the training and connected processes, including digitalization of internal processes, internal and external communication and in their short-term training offer
  • Consulting of IFAPA Beira to fulfill its role in the Subsystem of professional development in public administration
  • Technical and procedural advice to IFAPA Beira the development and implementation of a IFAPA business plan for short-term courses
  • Support the establishment and continuous management of a regional trainer pool for the POEMA and other training modules, including their virtual formats
  • Support the strengthening of administrative capacity in IFAPA needed for a training finance mechanism
  • Organisation of training of trainers for the POEMA and other induction and training modules, including their virtual formats
  • Technical, organizational and procedural advice to support integration of mainstreaming issues, especially gender equality
  • Support implementation of effective coordination mechanisms among IFAPAs as well as between MAEFP and IFAPAs
For this position, up to 458 working days are foreseen.

Conditions requises

Education/training (2.5.1): Bachelor degree in law, administration, political science, social science, economics; 
Language (2.5.2): Fluent in Portuguese (C2 in the Common European Framework of Reference for Languages); 
General professional experience (2.5.3): 7 years of professional experience in the field of education and training, municipal development or public administration; 
Specific professional experience (2.5.4): 2 years of professional experience in advisory services/consulting in the context of human capacity development in public administration; 
Leadership/management experience (2.5.5): Not applicable; 
Regional experience (2.5.6): 7 years of work experience in Mozambique; 
Development Cooperation (DC) experience (2.5.7): 3 years of work experience indevelopment cooperation including knowledge of German development cooperationand its instruments (e.g. Capacity Works); 
Other (2.5.8): Not applicable.
