Background informationThis request of services is announced within the EU-funded project “Bridging Knowledge and Policy: Strengthening Armenian Think tanks for Enhanced EU Engagement and Regional Cooperation”. The project is implemented by Particip GmbH. The global objective of the project is to support evidence-based policymaking and to strengthen the inputs of the Armenian think tank community in the current context of deepening of EU-Armenia relations. The specific objectives of the project are:

  • Enable production of high-quality research papers that provide in-depth analysis on topics of importance to the EU’s engagement in Armenia and the South Caucasus and
  • Foster collaboration between Armenia and EU-based think-tanks, policymakers, and EU representatives to support informed decision-making and policy development.

General description:
The purpose of this invitation is to generate focused, evidence-based analysis that contributes to informed policy dialogue in Armenia on foreign policy diversification, societal resilience, economic connectivity, and institutional preparedness. The invitation explicitly prioritises analytical depth, feasibility, and practical relevance over broad descriptive or advocacy-oriented approaches.

Overall procedure:

  • Participation: This invitation is exclusive to Think Tanks officially registered in Armenia or affiliated researchers.
  • Budget per paper: EUR 6,000 to 8,000, depending on the topic (see each topic’s information)
  • Expected length: 25-30 pages (excluding annexes)
  • Timeline:
  • Request for services: launched on April 20 
  • Pre-qualification: submission of Provider Profile: 7 calendar days, after publication of request of services: by CoB April 27
  • Providers’ profiles evaluation: 5 calendar days after prequalification deadline. Shortlisted providers will receive a notification for the next phase: by CoB May 2
  • Research Proposal elaboration: selected providers will have 20 calendar days to prepare and submit the research proposal: May 3 - May 22, CoB
  • Research proposal evaluation: 10 calendar days. Providers will receive a notification for the next phase: contract arrangements, advance payment and start of the research: May 23 - June 2
  • Research implementation phase: up to two (2) months, depending on the proposed timeline (including feedback/review session): June 3 – August 3, COB
  • Provider profile: Armenian think tanks and individual researchers that fulfil the selection criteria established in Annex 1.
  • Type of contract: service provider with Particip GmbH.
  • Payment modality: Advance 30% after contract signature and invoice submission, and 70% after submission and approval by Particip and the selection Committee of the research paper.
  • Project Coordination and Quality Assurance: To ensure alignment with the research objectives, Particip GmbH will organise one or two coordination meetings with the selected service providers during the implementation phase. These meetings will serve to monitor progress, review the status of data collection, and address any emerging methodological challenges, ensuring that the research remains on track.

Prequalification procedure:

All Interested are invited to submit the following documentation to receive the confirmation to participate in the process. Deadline is April 27, 18.00 Armenian time.
  • Please refer to Annex I “the Provider Profile” for prequalification procedure.
Only applicants who have received confirmation to participate are required to submit a research proposal, following the criteria outlined below and the detailed guidelines in the Research Proposal template.


Conditions requises

Eligibility Criteria:

The request for services is only open to Armenian think tanks and individual researchers that demonstrate relevant experience and capacity to deliver policy-oriented analytical research within the scope and timeframe of this request. Eligible providers must meet the following minimum criteria:

  1. Institutional or Individual Status
    • Registered Armenian think tanks, research centres, or policy research organisations; or
    • Individual researchers affiliated with, or demonstrably active in, Armenian think tanks or policy research communities.
  2. Relevant Experience
    • At least two (2) years of demonstrated experience in one or more of the thematic areas covered by the selected research topic (e.g., foreign policy, security and resilience, economic connectivity, human rights, institutional analysis).
    • Experience should be evidenced through prior research, analytical, or policy-related work.
  3. Track Record of Research and Policy Engagement
    • Availability of previous policy or research publications relevant to the selected topic (hyperlinks or references may be provided); and preferably,
    • Demonstrated participation in policy-relevant conferences, workshops, or expert discussions as authors, presenters, moderators, or panelists.
  4. Analytical and Language Capacity
    • Proven ability to conduct independent, evidence-based analysis and to produce structured analytical outputs.
    • Capacity to deliver the full research paper in English at a professional level (C1).
  5. Independence and Neutrality
    • Applicants must be able to conduct research in a neutral, analytical, and non-advocacy manner, in line with the objectives of the Call.
    • Political parties, lobbying organisations, or entities primarily engaged in advocacy activities are not eligible.
  6. Availability and Commitment
    • Applicants must demonstrate availability of the proposed team (or individual researcher) to complete the assignment within the contractually agreed timeframe (typically up to two months after contract signature).
Compliance with eligibility requirements does not guarantee prequalification, which will be determined based on the evaluation of the whole provider profile documentation.

Overall Analytical Approach

Providers are encouraged to:

  • Maintain a neutral, analytical, and evidence-based tone
  • Clearly define and justify scope limitations
  • Demonstrate feasibility within the available budget
  • Restrict the use of artificial intelligence (AI) to minor, supportive tasks only; AI must not serve as a substantive author
  • Base the research primarily on:
    • Desk research
    • Qualitative survey methods (e.g., expert interviews, case analysis)
    • Avoid:
  • Nationwide surveys
  • Large-scale quantitative modelling
  • Speculative forecasting*
