The primary objective is to identify and train a roster of mid-level professionals as deployable non-key experts.

Since 2013 EU has been supporting tripartite post-crisis assessments through two Senior Advisors (Key Experts) and numerous non-key experts. The non-key experts (NKEs) have been deployed for short-term technical assistance to support assessments in disaster and conflict related settings (for example gender mainstreaming and analysis, governance, conflict analysis, education, agriculture, infrastructure, livelihood and health). The combination of skills as well as the familiarity of the assessment methodologies means that to date there are a limited number of experts whose profiles match the needs. This is given more emphasis by the recent Operational Note that updates the modalities for the tripartite cooperation.

Description de poste

  • Experts will take part in a 2-day online “training in assessment methodology”, led by senior advisors, covering assessment tools and practices, tripartite mandates and EU perspectives.
  • Field Deployment: Trained experts should be prepared to undertake at least one deployment per annum to gain practical experience in the field supporting assessments under the guidance of the key experts.
  • The key experts will draft a brief summary report outlining the training outcomes, participant details, feedback received, lessons learned, and a recommendation for each expert regarding the type of assessment they are best suited for.

Conditions requises

  • Experience: a minimum 2-3 years of experience, preferably gained living and working in recovery/rehabilitation/reconstruction contexts in developing countries, and with a preference for experience with multilaterals.
  • Language skills: Ability to write in English is a pre-requisite for all candidates. The pool of candidates will consider those able to work in Arabic, French and Spanish. Other language skills will also be an advantage.
  • Geography: Anglophone and Francophone Africa, MENA, LAC, and Southeast Asia.
  • Thematic expertise: (a) conflict sensitivity, (b) agriculture, (c) governance (d) climate change/environment, (e) WASH, (f) transport, and (g) gender.
