The main scope of the Third Party Monitoring and Evaluation (TPME) is to monitor the execution
& implementation of EU funded projects in Somalia. The contractor will carry out monitoring missions in all the regions of Somalia. The contractor will be expected to conduct field visits in all the locations where the project activities are being implemented. The contractor will identify and describe suitable methods for monitoring taking into consideration the security situation and political context.

The overall objective (Impact) to which this action contributes is to strengthen democratic foundations
of the target countries as part of the ADD, by fostering independent and pluralistic media, access to
information and the fight against disinformation.
The specific objectives (Outcomes) of this contract are as follows:

• Improved legal protection frameworks and mechanisms for journalists, especially women, and

independent media;

• Strengthened capacities of governmental bodies, civil society organisations and media actors to

detect and respond to disinformation campaigns.

• Strengthened relations and collaborations between different stakeholders so as to maximise impact of

sustainability of results.

The project concerns the recruitment of external experts to act as assessors for the EU4CSOs in Ukraine – Call for Proposals 2025. The assignment supports the European Union in selecting high-quality civil society projects that contribute to democratic resilience, social cohesion, and EU accession reforms in Ukraine. Assessors will independently evaluate concept notes and full applications submitted under five priority areas—Women/Gender, Media, Human Rights, Social Cohesion, and Youth—using established EU evaluation criteria and tools (PROSPECT). The work is home-based and contributes directly to ensuring a transparent, coherent, and policy-aligned selection process for EU-funded civil society interventions in Ukraine

The overall objective of this contract is to strengthen environmental governance and the sustainable management of natural resources in the Republic of Congo, by aligning national policies with international commitments and promoting the participation of all stakeholders.

• Evaluations of financial instruments (e.g. blending and guarantees at country/region(s) or

• Evaluations of implementation modalities (e.g. budget support operations with a country,

• Evaluations of the EU’s strategic relationship with specific implementing partners or types of partners (e.g. implementing partners under indirect management)

This project delivers independent Third-Party Monitoring and Evaluation (TPME) for the AICS Multi-sectoral programme to strengthen the resilience of vulnerable populations in Afghanistan (013073/01/0). Covering interventions in health, nutrition, agriculture, and food security, it ensures accountability, transparency, and adaptive management in a highly access-constrained context.
ticip conducts a baseline study, periodic monitoring rounds, spot checks, and an end-line study, using mixed-methods and participatory approaches to validate programme delivery, measure outcomes for vulnerable groups, and generate actionable recommendations. By engaging beneficiaries, service providers, and implementing partners, the assignment provides credible evidence to inform AICS decision-making and strengthen the impact of humanitarian interventions

The global objective is to support the implementation of the Green Agenda in the Republic of Serbia.

Particip supports the Ministry of Education and Higher Education (MEHE) in implementing the Reform Road Map 2025 by strengthening decentralized and digital education management. The assignment focuses on gender-responsive capacity development, including a needs assessment, MEHE-certified training for 120 staff and on-the-job coaching with a focus on female leadership and inclusive governance. The project is expected to enhance education governance capacities, integrate gender-transformative approaches, and improve communication and reporting between MEHE, Regional Education Offices and schools.

Assistance and technical support concerning the LIFE Programme, a funding instrument of the EC which encompasses: the monitoring and ex post evaluations of projects co-financed by LIFE, support to the LIFE Units of DG ENV and CINEA in technical and financial terms, support to the beneficiaries and advising them on reporting procedures, standards, presentation of project results and dissemination actions, presentation and dissemination of the LIFE programme and project results.

The global objective of the Programme is to support the irrigation modernization in Egypt to increase agricultural productivity, improve water resource management, and reduce environmental impacts. The current assignment aims to prepare a pre-feasibility study for the delivery of irrigation system improvements, enhancing agricultural practices, and integrating modern technology for sustainable resource use. The study will have a holistic approach, assessing the optimal scope to intervene (tertiary, quaternary, on-farm networks) considering the expected results and available resources (quantity and quality upstream, downstream, canals, drainage) and the most adequate way of channeling the funds (public authority, development banks, commercial banks).
